In order to operate an electric bicycle on public streets, the driver must have a valid operator, chauffeur, or special moped license. However, not all electric bicycles are street legal unless they have the following safety equipment: operating brake light, headlight, and turn signals. The local police department must inspect the bicycle using Form TR-54 which is taken with proof of purchase to the DMV. The fee for the plate is $15 for a three year decal, whereas the fine for no decal is $150 per incident.
It should be noted that the definition as written does not define the power of the motor in Watts as is conventionally done for electric bicycles but rather in brake horsepower. Thus for an electric bicycle, motor kit, or electric bicycle motor that is not rated by the manufacture in brake horsepower but rather in Watts a conversion must be made in the units a conversion which is not given in the code of the law and thus the court will have to consider a factor of conversion that is not directly encoded in the law. Industry standard conversion for Watts to horsepower for electric motors is 1 horsepower = 746 watts. Acceptance of that conversion factor from industry, however, as interpretation of the law is subject to the process of the courts since it is not defined specifically in the law.
Torque sensors and power controls were developed in the late 1990s. For example, Takada Yutky of Japan filed a patent in 1997 for such a device. In 1992 Vector Services Limited offered and sold an e-bike dubbed Zike. The bicycle included NiCd batteries that were built into a frame member and included an 850 g permanent-magnet motor. Despite the Zike, in 1992 hardly any commercial e-bikes were available.
Oregon Law (ORS 801.258) defines an electric assisted bicycle as an electric motor-driven vehicle equipped with operable pedals, a seat or saddle for the rider, no more than three wheels in contact during travel. In addition, the vehicle must be equipped with an electric motor that is capable of applying a power output of no greater than 1,000 watts, and that is incapable of propelling the vehicle at a speed no greater than 20 miles per hour on level ground.
"Electric-assisted bicycle" means a bicycle with two or three wheels, a saddle, fully operative pedals for human propulsion, and an electric motor. The electric-assisted bicycle's electric motor must have a power output of no more than one thousand watts, be incapable of propelling the device at a speed of more than twenty miles per hour on level ground, and be incapable of further increasing the speed of the device when human power alone is used to propel the device beyond twenty miles per hour.
The environmental effects involved in recharging the batteries can of course be reduced. The small size of the battery pack on an e-bike, relative to the larger pack used in an electric car, makes them very good candidates for charging via solar power or other renewable energy resources. Sanyo capitalized on this benefit when it set up "solar parking lots", in which e-bike riders can charge their vehicles while parked under photovoltaic panels.
In built up cities around the world, urban planning uses cycling infrastructure like bikeways to reduce traffic congestion and air pollution. A number of cities around the world have implemented schemes known as bicycle sharing systems or community bicycle programs. The first of these was the White Bicycle plan in Amsterdam in 1965. It was followed by yellow bicycles in La Rochelle and green bicycles in Cambridge. These initiatives complement public transport systems and offer an alternative to motorized traffic to help reduce congestion and pollution. In Europe, especially in the Netherlands and parts of Germany and Denmark, bicycle commuting is common. In Copenhagen, a cyclists' organization runs a Cycling Embassy that promotes biking for commuting and sightseeing. The United Kingdom has a tax break scheme (IR 176) that allows employees to buy a new bicycle tax free to use for commuting.
To qualify as an electric-assisted bicycle under state law they need to have a seat and fully operable pedals for human propulsion, meet federal motor vehicle safety standards, an electric motor that has a power output of not more than 1,000 watts, maximum speed of not more than 20 mph (electric motor and human power combined), disengages or ceases to function when the vehicle’s brakes are applied, two or three wheels
Motor-driven cycles may be operated on the roadway without registration, but the operator must have a driver's license. The cycle may not be operated on any sidewalk, limited access highway or turnpike. If the maximum speed of the cycle is less than the speed limit of the road, the cycle must operate in the right hand lane available for traffic or upon a usable shoulder on the right side of the road unless the operator is making a left turn.
The Class 3 Aventon Pace 500 urban e-bike has five levels of pedal assist and tops out at 28 mph. But the Pace has something not found on a lot of modern e-bikes. In addition to pedal power, it also has a throttle—in the case of the Pace, a small thumb paddle on the left side of the handlebar next to the control unit that holds at a steady 20 mph, no pedaling required. The bike itself has an aluminum frame, a swept-back handlebar, ergo grips, a sturdy kickstand, hydraulic disc brakes, 8-speed Shimano Altus shifting and gearing, 27.5x2.2-inch Kenda e-bike-rated tires, a saddle the size of Texas, and good ol’ classic city/commuter-bike geometry. It doesn’t come equipped with fenders or a rear rack, but you can add them. Power comes in the form of a 500-watt rear-hub motor, a semi-integrated battery on the down tube (with a range of up to 50 miles), and a backlit display unit mounted on the stem.
