It's simple to operate and fun to use - just put one foot on one foot attachment while turning the throttle slightly, then as soon as you start to move add the other foot...and let the joy ride begin!

Oregon Law (ORS 801.258) defines an electric assisted bicycle as an electric motor-driven vehicle equipped with operable pedals, a seat or saddle for the rider, no more than three wheels in contact during travel. In addition, the vehicle must be equipped with an electric motor that is capable of applying a power output of no greater than 1,000 watts, and that is incapable of propelling the vehicle at a speed no greater than 20 miles per hour on level ground.[54]
My homeowners (State Farm) covers bikes , but assumes $500 per bike. They will add the bikes as personal property, but the premium is excessive (about $300/year per bike, and we have four bikes). I did increase our personal umbrella liability coverage, and it covers us if family members any sort of accident on our e-bikes that injures us or others or others' property, though only covers $500 each for our own bikes (under the homeowners coverage). It was not very expensive to increase the umbrella policy (as it resulted also in a reduced rate on our car insurance).
On October 22, 2014 PA house bill 573 passed into law, which is Act 154, which changes the definition of "pedalcycle" (bicycle) in the PA state vehicle code. "Pedalcycle" is now defined as a vehicle propelled solely by human-powered pedals or a "pedalcycle" (bicycle) with electric assist( a vehicle weighing not more than 100 pounds with two or three wheels more than 11 inches in diameter, manufactured or assembled with an electric motor rated no more than 750 watts and equipped with operational pedals and travels at speeds less than 20 mph). This bill allows the usage of pedal assisted bicycles in PA that follow the adopted state guidelines.
I bought this bike from a dealer after extensive research on ebikes. The Elby is on par with European commuter ebikes at a better price point, you get a lot for your $ here. Elby is the complete package commuter: lights & a USB charger (for a phone or whatever) are integrated into the motor’s power supply and wired inside the frame. Rugged fenders have heavy-duty cross braces to attach baskets and whatnot. Thick Continental tires make for a comfy ride. The step-through frame is very convenient, built stout enough to carry me (200#) and two loaded baskets down hills and around curves with perfect stability. When last checked, no E-bikes satisfied this requirement, so ebikes cannot be registered in New Jersey.[108] However, NJ Bill A2581, introduced March 22, 2010, would permit the use of low-speed electric bicycles upon the roadways and bicycle paths in NJ, where a low-speed electric bicycle is defined as a two-wheeled vehicle with fully operable pedals for human propulsion and an electric motor of less than 100 pounds and 750 watts, whose maximum speed on a paved level surface is less than 20 miles per hour.[109] The bill has been referred to the state's Assembly Transportation, Public Works and Independent Authorities Committee.[110]
Put the wheel with the electric hub on your bike and connect the brake components. Simply reverse the process you used to remove the wheel in order to reinstall it. Be sure to adjust the chain so it fits properly if you’re replacing the back wheel. If the bike has rim or cantilever brakes, simply close them over the new wheel using the lever. If the bike has disc brakes, put the pads back in place and secure them using the clips, springs, or cotter or retaining pin.[11]

In a friction drive motor, a small, solid wheel rotates against the side of the tire in order to drive it. The first motorcycles used the same concept, with a motor mounted above the front wheel. The problem is that the drive rubs at the side of the tire. It's inefficient, and it quickly wears the sidewall away. Tires need to be replaced every couple hundred miles. For this reason, you'll seldom see electric bikes with this type of drive anymore.
Torque sensors and power controls were developed in the late 1990s. For example, Takada Yutky of Japan filed a patent in 1997 for such a device. In 1992 Vector Services Limited offered and sold an electric bicycle dubbed Zike.[7] The bicycle included Nickel-cadmium batteries that were built into a frame member and included an 850 g permanent-magnet motor. Despite the Zike, in 1992 hardly any commercial electric bicycles were available. It wasn’t until 1998 when there were at least 49 different bikes. Production grew from 1993 to 2004 by an estimated 35%. By Contrast, according to Gardner, in 1995 regular bicycle production decreased from its peak 107 million units. Government regulation is written and administered with a broad, dull, painful axe. Regulations do not mix well with independent, maverick, DIY programs either. Vehicle regulations get started when there is either a visible tragedy, or a rising conflict with the status quo (like the SFO scooters program). The ebike community cannot afford a deadly accident especially if it involves others and the ebike or ebike rider are at fault. The Ebike community is up against a tough status quo that consists of pedestrians, motor vehicle traffic, the large well-funded and battle tested regular bicycle community, and the environment (especially for MTB riding and off-road use).
In summary, federal law trumps all States’ laws. That is true with bicycle law, too. States cannot constitutionally pass legislation that reduces or eliminates Federal laws, they can only pass legislation that enacts additional (tighter) restrictions on its people. States can’t define an ebike a bicycle if greater than 750W/20mph, nor can they define an ebike a motor vehicle if less than the Federal Government’s limit of 750 Watts and a top electric-powered speed of 20 MPH.3This is the Federal definition of a low speed electric bike, which equates it to a bicycle.
The European Committee for Standardization (CEN) also has a specific Technical Committee, TC333, that defines European standards for cycles. Their mandate states that EN cycle standards shall harmonize with ISO standards. Some CEN cycle standards were developed before ISO published their standards, leading to strong European influences in this area. European cycle standards tend to describe minimum safety requirements, while ISO standards have historically harmonized parts geometry.[55]

Under the statute, mopeds must be registered. To be registered under Hawaii law a moped must bear a certification label from the manufacturer stating that it complies with federal motor vehicle safety standards (FMVSS). A moped must also possess the following equipment approved by the D.O.T. under Chapter 91: approved braking, fuel, and exhaust system components; approved steering system and handlebars; wheel rims; fenders; a guard or protective covering for drive belts, chains and rotating components; seat or saddle; lamps and reflectors; equipment controls; speedometer; retracting support stand; horn; and identification markings.

Class 1 makes great inroads to establish set boundaries for off road/natural surface trail access for eMountain bikes. There is fierce resistance from some mountain biking purists to allow ebikes on trails. BPSA and IMBA have done good work to justify the impact of class 1 ebikes on natural surface trails, and eliminate the wear-n-tear argument, though IMBA members are not 100% on board.

I’m 73, so I wanted a pedal assist bike that had a throttle. I researched for several months and bought what I think is the best bike for the money. It’s a Rad Rover 2017 fat bike. It has a 750 watt mother with a 48 volt 11.6 amp battery. It’s a fantastic bike, that is a lot of fun to ride. You might want to check it out and add it to your list of bikes. Beginning January 1, 2017, manufacturers and distributors of electric bicycles will be required to apply a label that is permanently affixed, in a prominent location, to each electric bicycle, indicating its class. Should a user "tamper with or modify" an electric bicycle, changing the speed capability, they must replace the label indicating the classification.
The frame of a fat e-bike resembles that of a traditional bike, with front and rear portions that are a bit wider to accommodate the large tires. Your height and weight will dictate which frame size suits you best. You’ll want to go through the process of mounting and dismounting the bike to make sure you’re comfortable climbing on and off before you commit to it.

In general, more expensive bikes are better. However, this is just a trend. E.g. the "Kassensturz" Consumer program from our state TV found in a 2012 study confined to an engineering school, that "Supermarket" bikes, e.g. the 1400 CHF (1200 Euro) "Leopard" bike from COOP did very well. Evaluation is "good" (almost the same as the three times more expensive 25km/h Stromer). They also pointed out a very bad model from a discounter. In other words, you can find good cheap models, but read the tests first.
Nebraska defines a Moped as "a bicycle with fully operative pedals for propulsion by human power, an automatic transmission, and a motor with a cylinder capacity not exceeding fifty cubic centimeters which produces no more than two brake horsepower and is capable of propelling the bicycle at a maximum design speed of no more than thirty miles per hour on level ground."[69]
Firstly there's a magnetically-fired locking pin in the rear wheel, triggered by kicking a button on the hub. This is fairly secure in itself and almost impossible to remove without destroying the bike. In London, we'd pair it with a more traditional bike lock so there's a more obvious visual deterrent, though a LED matrix screen on the frame does issue a warning to would-be tea-leafs.
