"Electric power-assisted bicycle" means a vehicle that travels on not more than three wheels in contact with the ground and is equipped with (i) pedals that allow propulsion by human power and (ii) an electric motor with an input of no more than 1,000 watts that reduces the pedal effort required of the rider. For the purposes of Chapter 8 of this title, an electric power-assisted bicycle shall be a vehicle when operated on a highway.
If you are a regular bicyclist who wants to add some excitement to your rides or wants some help with those hills, a full sized electric bike is the way to go. If you are considering a bike as a means of transportation more than an outlet for amusement, then a smaller, folding electric bike is the convenient choice. In each category, consider the speed and range you want, as these factors impact price.

You are not allowed to drive S-Pedelecs in France even if they are registered legally in your country (e.g. Germany or Switzerland). In other words, if you plan to take your 45h bike that is legal in your country on vacation in another where it is not, you may violate traffic law. Remove the license plate or don't do it. Ontario is one of the last provinces in Canada to move toward legalizing power-assisted bicycles (PABs) for use on roads, even though they have been federally defined and completely legal in Canada since early 2001. In November 2005 "Bill 169" received royal assent allowing the Ministry of Transportation of Ontario (MTO) to place any vehicle on road. On October 4 2006 the Minister of Transportation for Ontario Donna Cansfield announced the Pilot Project allowing PABs which meet the federal standards definition for operation on road. PAB riders must follow the rules and regulations of a regular bicycles, wear an approved bicycle helmet and be at least 16 years or older. There are still a number of legal considerations for operating any bicycle in Ontario. 
However, laws and terminology are diverse. Some countries have national regulations but leave the legality of road use for states and provinces to decide. Municipal laws and restrictions add further complications. Systems of classification and nomenclature also vary. Jurisdictions may address "power-assisted bicycle" (Canada) or "power-assisted cycle" (United Kingdom) or "electric pedal-assisted cycles" (European Union) or simply "electric bicycles". Some classify pedelecs as distinct from other bikes using electric power. Thus, the same hardware may be subject to many different classifications and regulations.
As electric bike options continue to expand, more brands are integrating the battery more seamlessly. That makes them look sleeker (and more like a real bike). Batteries are expensive, so make sure there’s a good way to lock the battery to your bike if you’ll be keeping it outside. Overall weight is important. Some battery and motors can add 15 pounds or more to the bike. With assist, you won’t feel that much when you’re riding, but you will if you have to carry your bike up stairs or lift it onto a bike rack.
Thanks for your excellent article. I’ve been riding ebike for about 16 years. My first electric bike was a Meridian pedal assist bike. I just up graded to a new bike. I’m 73, so I wanted a pedal assist bike that had a throttle. I researched for several months and bought what I think is the best bike for the money. It’s a Rad Rover 2017 fat bike. It has a 750 watt mother with a 48 volt 11.6 amp battery. It’s a fantastic bike, that is a lot of fun to ride. You might want to check it out and add it to your list of bikes. Rad Rover also make a city commuter bike, a cargo bike and a folding bike. You can’t beat their price for a quality bike. Thanks again for both of your articles. They were very informative.
In my experience, there aren’t people out checking on ebike classes and the way you ride has a lot more to do with being stopped than what you are riding. I have never been stopped on an ebike anywhere for any reason. The bigger risk is riding a faster and even more powerful electric bike that would be categorized as a moped without a license and that if you got into an accident, you could be liable for more and charged with driving an unregistered vehicle or something. It’s great that you’re being careful and thinking about how to fit into the community, that alone goes a long way
The recommendation depends a lot on what you plan to use the bike for and how you plan to ride. That said, I would recommend at least a 750 (if not 1,000) watt motor, and, if you want reasonable range, 48 or 52v cells with a minimum rating of 19ah. For shorter rides, you can use a smaller battery. Multiply battery voltage by amp hour rating to get battery watt hours. Divide the watt hours by the motors power rating to get a general idea of how many hours of heavy use you might get. I’d also recommend a mid drive as opposed to a hub drive, or to find a hub drive wheel rated to take your and the bicycle's combined weight.

I am very pleased with the quality and performance of this electric bike. I find that the twist grip throtle works better for me than the peddle assist low, medium and high settings. It is not necessary to change out of high gear to climb most hills while peddling with the throttle also providing power. The shocks work well on dirt paths and the seat is comfortable. In Quebec power-assisted bicycles are often classified similarly to standard pedal bicycles. They do not have to meet the conditions defined within the Canadian Motor Vehicle Safety Regulations (they are not classed as "motor vehicles"), but they do have to comply with federal regulations that define Power Assisted Bicycles. The Quebec Highway Safety Code defines a power-assisted bicycle as a bicycle(2 or 3 wheels that touch the ground) with an electric motor with a maximum power of 500W and a top speed of 32 km/h bearing a specific compliance label permanently attached by the manufacturer. PABs are permitted on the road in the province of Quebec, but riders have to be 14 and over to ride the electric bicycle and if they're under the age of 18, must have a moped or scooter license.
On the road, it takes only a few turns of the pedals to activate the Vado’s motor and get it up to speed. In Turbo mode — the bike’s highest level of pedal-assist — the Vado reaches speeds of up to 28 miles per hour, after which the electric drive system automatically shuts off to conserve power (and abide by local law). A built-in LED readout on the handlebars allows riders to monitor battery life, check current speed, and track calories burned while also being able to glance at distance traveled. The Turbo Vado Mission Control app (iOS/Android) also connects to the bike via Bluetooth and allows riders to further tune their ride and adjust the bike’s settings.
There are dozens of good 25Km/h pedelecs. Our advice is to go the nearest good e-bike store and get it from there, because e-bikes may need good support. Only if you like servicing a bike yourself is buying from the Internet a good option. As of Spring 2013, a good benchmark to compare with is the Austrian KTM Amparo also called KTM Severo 8M or the German Kalkhoff Impuls or Agattu series. It has a reliable Panasonic middle motor and a good battery. If you want a more sexy design, try the SMART from the urban car maker of the same name.
And let’s not forget the economic advantages of owning an e-bike. The annual cost of running a new family car is, on average, about $9,000 per year. Running an electric bike costs around $400 per year. And while filling a gas tank costs around $30, recharging an electric bike battery costs only about 50 cents. A tank of gas may get you further, but not 60 times further!

In Norway, e-bikes are classified as ordinary bicycles, according to the Vehicle Regulation (kjøretøyforskriften) § 4-1, 5g. Hence, e-bikes are not registered in the Vehicle Registry, and there is no demand for a license to drive them. Still, there are constraints on the bicycle construction. The maximum nominal motor power output can be no more than 250 watts and the maximum performance speed of the vehicle when the engine is running is 25 km per hour (15 mph). A function that reduces motor power when vehicle speed exceeds 25 km per hour is mandatory. However, if the motor is not running, the e-bike, or any other bike, answer only to the constraints of the ordinary speed limits.
