This article did a good job of trying to justify the assist speed limits but fell short of detailing how that can ever be effectively enforced. In reality the only enforcement that is going to work is applied speed limits to use of bikes and ebikes. For example, it makes sense that a bike lane on a street that the speed limit of vehicles is the speed limit of the bikes/ebikes. On sidewalks and shared pedestrian paths the speed limit probably does need to be in the 15-20mph range to match traditional bikes speeds on those paths.

By 2001 the terms, E-Bikes, power bike, pedelec, assisted bicycle and power-assisted bicycle where commonly used to describe electric bicycles. E-bike, according to Google, is a term that has increased in trend. This term generally referred to an electric bicycle which used a throttle. The terms Electric Motorbike or E-Motorbike have been used to describe more powerful models which attain up to 80 km/h.

But electric bicycles—e-bikes—are new territory for me. Broadly speaking, there are two basic options in e-bike land: power-on-demand and pedal-assist. With the former, the rider can control the speed with a throttle instead of just pedaling. Think moped but with an electric motor instead of internal combustion. Pedal-assist, by contrast, requires the rider to do some of the work. The electric motor won't engage unless the rider is pedaling.

But the whole is also influenced by the sensory systems which are very different from model to model. E.g. A typical 2013 Panasonic system requires pedalling for optimal support (55/minute?) and has both a pedalling frequency and a speed sensor. You don't get much assistance if you pedal very slowly or very fast. Typically, a rear motor has a force sensor, i.e. you get lots of support fast when you start pedalling in a low gear, i.e. it will "feel" your need for assistance.

If you are considering a bike as a means of transportation more than an outlet for amusement, then a smaller, folding electric bike is the convenient choice. Mountain bikes generally feature a 'straight handlebar' or 'riser bar' with varying degrees of sweep backwards and centimeters rise upwards, as well as wider widths which can provide better handling due to increased leverage against the wheel.

Are there any guidelines you could give on what is legal in Federal Parks that have duel use pedestrian and bike paths. I was recently told that E bikes are not allowed on a Federal trail even though much faster 10 and 20 speed bicycles are common. I also stated that I have a disability which prevents me from walking or biking very far but was still told my bike was not allowed. I should also add that my bike has a top speed of about 15 and is 250 watts.
On a trip to Palo Alto last year, we had the chance to ride Specialized’s pedal-assisted Turbo Vado and the model is still our favorite ebike on the market. To operate the bike, you have to pedal for a second or so before the thumb throttle becomes active. This is often a cost and energy-saving measure designed into electric bicycles and scooters. Being able to start the motor from rest requires extra sensors and higher battery power.
