Many countries have enacted electric vehicle laws to regulate the use of electric bicycles. Countries such as the United States and Canada have federal regulations governing the safety requirements and standards of manufacture. Other countries like the signatories of the European Union have agreed to wider-ranging legislation covering use and safety of their term EPAC (electric vehicles)

A response to an inquiry made to the Mass DOT/RMV indicates that Massachusetts does recognize the federal low speed electric bicycle Federal Law (15 U.S.C. § 2085) and interprets that to mean these ebikes do not require license or registration. However, some of the materials available on the RMV website do not distinguish between "Motorized Bicycle" and low power ebikes. One form, Bicycle Conversion to Motorized Bike, does document the exemption of low power ebikes.[100]

Batteries are expensive, so make sure there’s a good way to lock the battery to your bike if you’ll be keeping it outside. Overall weight is important. Regulations[37] appear to deal with Bicycles with helper motors. No person shall ride a bicycle with a helper motor unless that person holds a valid motor vehicle operator's license. No person shall operate a bicycle with a helper motor at a rate of speed exceeding thirty miles per hour; nor shall any bicycle with a helper motor be operated on any sidewalk, limited access highway or turnpike. Driver's licence is required except if a special permit is obtained by havnig a doctor fill out a certificate and shows they are able to drive the bike with and without the motor assisting.
The other shout-out goes to Paul Bogaert who decided to close the Bike Doctor after 27 years and instead cycle tour the world with his wife. Paul had an early role in Vancouver bicycle advocacy and at bringing cycle riding to a less elitist/athletic and more everyday commuter crowd through their shop.  They were among the early shops to embrace family friendly cargo bikes and  appreciated the role that electric would play in making cycling more broadly appealing.
As long as the electric bicycle meets three criteria it is considered a low-speed electric bicycle, or simply a "bicycle." There is some confusion caused by Ohio interchanging the word Moped with "motorized bicycle." If a dealer sells you a bike that follows the guidelines of Federal Public Law 107-319, then you have a bicycle. If the bike has no pedals or has a higher wattage motor than 750 watts or can travel faster than 20mph you have a moped or scooter; Ohio requires tags and registration for mopeds and scooters.
To qualify as an electric-assisted bicycle under state law they need to have a seat and fully operable pedals for human propulsion, meet federal motor vehicle safety standards, an electric motor that has a power output of not more than 1,000 watts, maximum speed of not more than 20 mph (electric motor and human power combined), disengages or ceases to function when the vehicle’s brakes are applied, two or three wheels
Parliament has decided to approve the speed pedelec – a type of super electric bike that can reach speeds of up to 45 km/hour – for riding on cycle paths. Danish Parliament has decided that as of July 1 2018 those operating the super bikes only need to have turned 15 and wear a helmet, while the licence and number-plate demands will no longer be in play. I discovered these downsides when, on my third day with the bike, I got a flat tire and had to carry it onto the subway with me for those last few miles back to my apartment. In addition the specific wording of the law may or may not prohibit the use of a "mid-drive" or "crank-drive" motor set-up where the motor drives the rear wheel of the bicycle through the existing chain drive of a bicycle that has multiple gears depending on several points of interpretation of the law. Specifically the interpretation of the wording, "does not require clutching or shifting by the operator after the drive system is engaged". A "mid-drive" or "crank-drive" motor set-up on an electric bicycle does indeed allow the operator to change gears in the power drive system between the motor and the rear wheel of the bicycle. Whether or not such a mechanism which allows the operator to change gears satisfies the wording that requires the operator to change gears is a matter of legal interpretation by the courts. Just as "shall issue" and "may issue" (as in laws governing the issuing licenses) in application of the law have two different meanings (in the first case if you meet the requirements they have to give you the license and in the second they don't have to if they decide not to even if you meet the requirements for the license) whether or not "does not require shifting" outlaws electric bicycles where shifting is possible but is not necessarily required is a matter of interpretation. Thus the legality of electric bicycles equipped with a "mid-drive" or "crank-drive" motor set-up in the U.S. state of Montana is not clearly defined.

I called Geico earlier today. They could insure me with Renters Insurance, but … I would need to have a Renter's Policy first, before the secondary insurance company they deal would insure my two bikes (Surly Long Haul Trucker and Yuba Sweet Curry custom eBike). BUT … unfortunately …. The company that would insure my bicycles will NOT insure me because we have a Pitbull !!! Can you believe that … !!!
