Would an e-bike that used a trailing generator to power the electric motor still be considered an e-bike? The purpose of the generator is allow greater distances to be traveled and all day riding. The gen-set that I am looking at uses a 49 cc gas engine with a 12 volt generator, this would be from the ground up build using a 1 hp electric motor. The are no ADRs applicable to AA or AB category vehicles. There are ADRs for lighting, braking, noise, controls and dimensions for LA category vehicles, mostly referencing the equivalent UN ECE Regulations. An approval is required to supply to the market any road vehicle to which ADRs apply and an import approval is required to import any road vehicle into Australia.
Mid-mounted system means that the electric motor is not built into the wheel but is usually mounted near (often under) the bottom bracket shell. Mid-drive systems tend to feel more like a normal bike, since they drive the pedals, just like your legs, and those who frequently climb long, steep hills tend to prefer mid-drive systems for their ability to handle long climbs. As they can leverage the bicycles lowest gears for climbs, mid drive systems can also leverage the high gears to reach higher speeds on flat areas than a hub system. The mid-drive motor drives the crank, instead of the wheel itself, which multiplies its power and allows it to better take advantage of the bike’s existing gears. If the rider changes the gears appropriately, the motor can turn closer to its ideal rotations per minute which makes a huge difference while climbing hills, so this is a perfect option for those who love mountain biking.
Since 2000, Canada's Motor Vehicle Safety Regulations (MVSR) have defined Power Assisted bicycles (PABs) as a separate category, and which require no license to operate. PABs are currently defined as a two- or three-wheeled bicycle equipped with handlebars and operable pedals, an attached electric motor of 500W or less, and a maximum speed capability of 32 km/h from the motor over level ground. Other requirements include a permanently affixed label from the manufacturer in a conspicuous location stating the vehicle is a power-assisted bicycle under the statutory requirements in force at the time of manufacture. All power-assisted bicycles must utilize an electric motor for assisted propulsion.

As of May 19, 2009, Nevada amended its state transportation laws to explicitly permit electric bicycles to use any "trail or pedestrian walkway" intended for use with bicycles and constructed with federal funding, and otherwise generally permits electric bicycles to be operated in cases where a regular bicycle could be. An electric bicycle is defined as a two- or three-wheeled vehicle with fully operable pedals with an electric motor producing up to 1 gross brake horsepower and up to 750 watts final output, and with a maximum speed of up to 20 miles per hour on flat ground with a 170 pound rider when powered only by that engine. Government regulation is written and administered with a broad, dull, painful axe. Regulations do not mix well with independent, maverick, DIY programs either. Vehicle regulations get started when there is either a visible tragedy, or a rising conflict with the status quo (like the SFO scooters program). The ebike community cannot afford a deadly accident especially if it involves others and the ebike or ebike rider are at fault. The Ebike community is up against a tough status quo that consists of pedestrians, motor vehicle traffic, the large well-funded and battle tested regular bicycle community, and the environment (especially for MTB riding and off-road use).
A response to an inquiry made to the Mass DOT/RMV indicates that Massachusetts does recognize the federal low speed electric bicycle Federal Law (15 U.S.C. § 2085) and interprets that to mean these ebikes do not require license or registration. However, some of the materials available on the RMV website do not distinguish between "Motorized Bicycle" and low power ebikes. One form, Bicycle Conversion to Motorized Bike, does document the exemption of low power ebikes.
As with all these bikes, the assisted speed is capped at 15mph, but unlike some of them, the Gtech eBike City or its identical (spec-wise) sibling the eBike Sport (this just has a standard frame rather than a step-through one) is light and agile enough for you to be able pedal harder without feeling like the weight is fighting you back down to 15mph. You can even, at a push, use it without the motor on flatter roads.
Many newer or smaller companies only design and market their products; the actual production is done by Asian companies. For example, some 60% of the world's bicycles are now being made in China. Despite this shift in production, as nations such as China and India become more wealthy, their own use of bicycles has declined due to the increasing affordability of cars and motorcycles. One of the major reasons for the proliferation of Chinese-made bicycles in foreign markets is the lower cost of labor in China.
As long as the electric bicycle meets three criteria it is considered a low-speed electric bicycle, or simply a "bicycle." Three criteria: must travel less than 20 mph on flat ground without pedaling, must have functional pedals and must have less than a 750 watt motor. This is the same criteria as Federal Public Law 107-319. I checked my facts with the law office of Spohn, Spohn & Zeigler at 144 East Center Street, Marion, OH 43302 on August 21, 2009. A low-speed electric bicycle does not require registration, insurance, license plates (tags), or a driver's license. The rules of an electric bicycle are the same as a traditional bicycle. There is some confusion caused by Ohio interchanging the word Moped with "motorized bicycle." If a dealer sells you a bike that follows the guidelines of Federal Public Law 107-319, then you have a bicycle. If the bike has no pedals or has a higher wattage motor than 750 watts or can travel faster than 20mph you have a moped or scooter; Ohio requires tags and registration for mopeds and scooters.
Geared Hub Motors – Most pre-built e-bikes use brushless geared hub motors. These motors have internal planetary gears that help transfer power from the motor to the wheel. Because of the internal gearing, these motors provide excellent torque but are limited in top speed. On the plus side, the improved torque means better take-off power and hill climbing ability. Plus, less wattage is required to get the motor turning and they’re typically small and lightweight. On pre-built e-bikes, these motors range from 200w-500w and go up to 20mph. But some aftermarket kits can be as powerful as 1000w, with increased top speeds and huge amounts of torque (ideal for extremely hilly terrain). Besides lower top speeds, these motors tend to be expensive and it’s possible the gears will eventually wear out and need to be replaced (this is highly unlikely, they las quite a long time). Good examples are Ancheer bikes.
Ontario is one of the last provinces in Canada to move toward legalizing power-assisted bicycles (PABs) for use on roads, even though they have been federally defined and completely legal in Canada since early 2001. In November 2005 "Bill 169" received royal assent allowing the Ministry of Transportation of Ontario (MTO) to place any vehicle on road. On October 4 2006 the Minister of Transportation for Ontario Donna Cansfield announced the Pilot Project allowing PABs which meet the federal standards definition for operation on road. PAB riders must follow the rules and regulations of a regular bicycles, wear an approved bicycle helmet and be at least 16 years or older. There are still a number of legal considerations for operating any bicycle in Ontario. 
Federal law defines the limits of a low speed electric bike, equating it to a bicycle, and bypassing the definition of a motor vehicle only “For purposes of motor vehicle safety standards…” which means that the manufacturers of these bicycles don’t have to meet federal equipment requirements, and are instead governed by the manufacturing requirements of the Consumer Product Safety Act. There is no mention of exemption from other federal, state, and local traffic laws, or exemption from the definition of a motor vehicle for other purposes.3 This means the law applies to the manufacturer’s product and sale, avoiding federal safety requirements applying to a motor vehicle such as brake lights, turn signals and braking specifications. The goal of the law was to give businesses a legal framework to define and sell low speed electric bikes without the more stringent Federal classification of a motor vehicle. Ebikes that meet the criteria are considered a “bicycle”, do not meet the definition of a motor vehicle, and will be regulated by the Consumer Product Safety Commission. The law also grants the commission authority to add safety requirements to this product. The Federal law supersedes all state laws that equate bicycles to ebikes where the state law is more stringent (lower limits) on power and speed.
E-bikes are classified in three different types: Class 1 and Class 3 bikes are powered proportionally to the “input” a rider gives via pedaling. “It feels natural, and you’re still riding a bike, so all your reflexes, skill and comfort you’ve developed over years of riding bikes apply immediately,” says Fritz Rice, sales manager of Gregg’s Cycles, near Greenlake.
Several bills have been sponsored to legalize electric bicycles for use on NYS roads, and several have overwhelmingly passed at the committee level, but none of these initiatives has been able to be heard and then passed in the New York State Senate, until 2015. The latest bill S3997, "An act to amend the vehicle and traffic law, in relation to the definition of electric assisted bicycle. Clarifying the vehicle and traffic law to define electric assisted bicycles; establish that electric assisted bicycles, as defined, are bicycles, not motor vehicles; and establish safety and operational criteria for their use." has passed in the Senate for the first time ever in 2015. The related Assembly bill A233 was not brought to a vote in the assembly even though it had passed with little issue in prior years.
Saddles also vary with rider preference, from the cushioned ones favored by short-distance riders to narrower saddles which allow more room for leg swings. Comfort depends on riding position. With comfort bikes and hybrids, cyclists sit high over the seat, their weight directed down onto the saddle, such that a wider and more cushioned saddle is preferable. For racing bikes where the rider is bent over, weight is more evenly distributed between the handlebars and saddle, the hips are flexed, and a narrower and harder saddle is more efficient. Differing saddle designs exist for male and female cyclists, accommodating the genders' differing anatomies and sit bone width measurements, although bikes typically are sold with saddles most appropriate for men. Suspension seat posts and seat springs provide comfort by absorbing shock but can add to the overall weight of the bicycle.
Unrelated to the show but also of local interest. Electric bicycles have been an entirely grass roots phenomenon for most of their trajectory and it's encouraging to see the entire scope of personal mobility finally being acknowledged and discussed at this level.
The dwarf ordinary addressed some of these faults by reducing the front wheel diameter and setting the seat further back. This, in turn, required gearing—effected in a variety of ways—to efficiently use pedal power. Having to both pedal and steer via the front wheel remained a problem. Englishman J.K. Starley (nephew of James Starley), J.H. Lawson, and Shergold solved this problem by introducing the chain drive (originated by the unsuccessful "bicyclette" of Englishman Henry Lawson), connecting the frame-mounted cranks to the rear wheel. These models were known as safety bicycles, dwarf safeties, or upright bicycles for their lower seat height and better weight distribution, although without pneumatic tires the ride of the smaller-wheeled bicycle would be much rougher than that of the larger-wheeled variety. Starley's 1885 Rover, manufactured in Coventry is usually described as the first recognizably modern bicycle. Soon the seat tube was added, creating the modern bike's double-triangle diamond frame.
Battery – in combination with the motor, this determines how far you can get before your bike needs a recharge. Some don’t provide adequate support on even gentle hills, while the best will comfortably take the strain as the gradient shoots up. Range also varies, with the best e-bike systems we’ve tested able to take you nearly twice the distance of lesser models.
In Norway, e-bikes are classified as ordinary bicycles, according to the Vehicle Regulation (kjøretøyforskriften) § 4-1, 5g. Hence, e-bikes are not registered in the Vehicle Registry, and there is no demand for a license to drive them. Still, there are constraints on the bicycle construction. The maximum nominal motor power output can be no more than 250 watts and the maximum performance speed of the vehicle when the engine is running is 25 km per hour (15 mph). A function that reduces motor power when vehicle speed exceeds 25 km per hour is mandatory. However, if the motor is not running, the e-bike, or any other bike, answer only to the constraints of the ordinary speed limits.
