A response to an inquiry made to the Mass DOT/RMV indicates that Massachusetts does recognize the federal low speed electric bicycle Federal Law (15 U.S.C. § 2085) and interprets that to mean these ebikes do not require license or registration. However, some of the materials available on the RMV website do not distinguish between "Motorized Bicycle" and low power ebikes. One form, Bicycle Conversion to Motorized Bike, does document the exemption of low power ebikes.[100]
There are many possible types of electric motorized bicycles with several technologies available, varying in cost and complexity; direct-drive and geared motor units are both used. An electric power-assist system may be added to almost any pedal cycle using chain drive, belt drive, hub motors or friction drive. The power levels of motors used are influenced by available legal categories and are often limited to under 750 watts.
Electric trikes have also been produced that conform to the e-bike legislation. These have the benefit of additional low speed stability and are often favored by people with disabilities. Cargo carrying tricycles are also gaining acceptance, with a small but growing number of couriers using them for package deliveries in city centres.[51][52] Latest designs of these trikes resemble a cross-between a pedal cycle and a small van.[53][54]
In my research about ebikes and the law, I cannot begin to justify how often articles about the laws evolved into the various ways and techniques to sneak around public notice and be stealth with the your ebike. The goal is to ride fast and fun, stay away from public awareness, and ‘Fly under the Radar’. I have been there and I get the drift. Sales and production are up. Electric bike kits, DIY enthusiast, long distance commuters, and a general drive for value is raising the desire for more options for consumers, wanting speed for fun and function, while developing amnesia for the law. People want to ride their new ebikes, and have the same access to safe pathways as they did the week before on their 100% human bike. Rather than deal with the inevitable conflicts over access, behavior and perception within the general public, the typical user will try to blend in with the normal cycling community.
There are two main categories when choosing an e-bike: a pre-built electric bike or a custom e-bike conversion. Prefab electric bikes come in a wide variety of setups and styles and are designed specifically as electric bicycles. With unique characteristics and design qualities, most meet the law requirements which limit power and speed. There is also a variety of options to choose from equipped with different design and different motor and battery configurations to suit different riding styles and preferences: cruisers, commuters, mountain bikes and more. Pre-built e-bikes are clean and sleek in design with all of the wiring and electrical components built directly into the bike. For most people, production e-bikes work great and there’s no need for a custom conversion.
Another type of electric assist motor, often referred to as the mid-drive system, is increasing in popularity. With this system, the electric motor is not built into the wheel but is usually mounted near (often under) the bottom bracket shell. In more typical configurations, a cog or wheel on the motor drives a belt or chain that engages with a pulley or sprocket fixed to one of the arms of the bicycle's crankset. Thus the propulsion is provided at the pedals rather than at the wheel, being eventually applied to the wheel via the bicycle's standard drive train.

A human traveling on a bicycle at low to medium speeds of around 16–24 km/h (10–15 mph) uses only the power required to walk. Air drag, which is proportional to the square of speed, requires dramatically higher power outputs as speeds increase. If the rider is sitting upright, the rider's body creates about 75% of the total drag of the bicycle/rider combination. Drag can be reduced by seating the rider in a more aerodynamically streamlined position. Drag can also be reduced by covering the bicycle with an aerodynamic fairing. The fastest recorded unpaced speed on a flat surface is 144.18 km/h (89.59 mph)[41]

Many countries have enacted electric vehicle laws to regulate the use of electric bicycles. Countries such as the United States and Canada have federal regulations governing the safety requirements and standards of manufacture. Other countries like the signatories of the European Union have agreed to wider-ranging legislation covering use and safety of their term EPAC (electric vehicles)


Electric-assisted bicycle operators must follow the same traffic laws as operators of motor vehicles (except those that by their nature would not be relevant). The bicycles may be operated two abreast. Operators must generally ride as close as is practical to the right-hand side of the road (exceptions include when overtaking another vehicle, preparing for a left turn, and to avoid unsafe conditions). The bicycle must be ridden within a single lane. Travel on the shoulder of a road must be in the same direction as the direction of adjacent traffic.
E-bikes can also provide a source of exercise for individuals who have trouble exercising for an extended time (due to injury or excessive weight, for example) as the bike can allow the rider to take short breaks from pedaling and also provide confidence to the rider that they'll be able to complete the selected path without becoming too fatigued[58] or without having forced their knee joints too hard (people who need to use their knee joints without wearing them out unnecessarily may in some electric bikes adjust the level of motor assistance according to the terrain). A University of Tennessee study provides evidence that energy expenditure (EE) and oxygen consumption (VO2) for e-bikes are 24% lower than that for conventional bicycles, and 64% lower than for walking. Further, the study notes that the difference between e-bikes and bicycles are most pronounced on the uphill segments.[59] Reaching VO2 Max, can really help your body as a whole[60]. Professor Janet Lord of Birmingham University in the UK published a study that looked at older cyclists, ““The study looked at muscle mass, blood cholesterol, their VO2 Max, lung function, and in many of those measures we found they didn’t age! No loss of muscle, their bones were a little thin (but nothing like the general population), their blood pressure didn’t go up.[61]

Controllers for brushless motors: E-bikes require high initial torque and therefore models that use brushless motors typically have Hall sensor commutation for speed and angle measurement. An electronic controller provides assistance as a function of the sensor inputs, the vehicle speed and the required force. The controllers generally allow input by means of potentiometer or Hall Effect twist grip (or thumb-operated lever throttle), closed-loop speed control for precise speed regulation, protection logic for over-voltage, over-current and thermal protection. Bikes with a pedal assist function typically have a disc on the crank shaft featuring a ring of magnets coupled with a Hall sensor giving rise to a series of pulses, the frequency of which is proportional to pedaling speed. The controller uses pulse width modulation to regulate the power to the motor. Sometimes support is provided for regenerative braking but infrequent braking and the low mass of bicycles limits recovered energy. An implementation is described in an application note for a 200 W, 24 V Brushless DC (BLDC) motor.[43]

The Bulls Cross E8 Step-Thru is an urban bike—a bicycle often used as a primary mode of transportation for those who choose not to own a car. Priced at $3,099, it's solid and durable. Some prohibitions also apply, such as on: carrying cargo that prevents keeping at least one hand on the handlebars or prevents proper use of brakes, riding no more than two abreast on a roadway or shoulder, and attaching the bicycle to another vehicle. Minn. Stat. § 169.222, subds. 3-5. The vehicles may be operated on a sidewalk except in a business district or when prohibited by a local unit of government, and must yield to pedestrians on the sidewalk. Minn. Stat. § 169.223, subd. 3. By default, electric-assisted bicycles are allowed on road shoulders as well as on bicycle trails, bicycle paths, and bicycle lanes.

Speaking of which, if you're used to non-electric cycles, be aware that e-bikes are heavy and capped at 25kph or 15.5mph. In many cases, that means the bike starts to feel like its actively fighting against you, if you try to push the speed higher than that by pedalling. That's especially true with heavier bikes, for obvious reasons, and can take a while to get used to.

For instance, they must take a written test, vision tests and demonstrate their ability to operate the motorized bicycle. The license issued will be restricted to a motorized bicycle only. The license is valid only during daylight hours and within a seven-mile (11 km) radius of the driver's home. Applicants for any type of license less than eighteen (18) years old, must complete a Minor/Teen-age Affidavit and Cancellation form making the parent or legal guardian financially liable for the applicants action. In Manitoba Electric Bikes can be classified as a scooter or a moped/mobility vehicle depending on the power of the engine used and its top speed. If the engine on the Electric Bike is less than 50cc and it cannot exceed 50 km per hour the rider is not required to have a motorcycle licence or any specific training.[26] Electric Bikes can be driven by anyone with a Class 5 driver's licence in any stage of the graduated licensing process.[27] A Class 5 Learners Licence requires one to be age 16 (parents consent if under 18) and a visit to a licensing office to pass a vision test and a written knowledge test about the rules of the road and traffic signs.[28]

Electrically-assisted cycles are usually classified as either pedelecs or e-bikes. Under European Union regulations adopted in the UK in June 2003, only power-assisted cycles meeting the pedelec classification are considered to be pedal cycles. The maximum power allowed in the European Union for (pedelec) electric bicycles is 250 W, with a maximum assisted speed of 25 km/h.[15]. To meet the pedelec specification the electric motor must be activated by the rider's pedalling effort and the power must cut out completely whenever the rider stops pedalling. Control of the motor by pedalling is often the key difference between a pedelec and e-bike.
Pedelec is a European term that generally referred to an electric bicycle that incorporated a torque and/or a speed sensor and/or a power controller that delivered a proportionate level of assist and only ran when the rider pedaled. On the opposite side, a Noped is a term used by the Ministry of Transportation of Ontario for similar type vehicles which do not have pedals or in which the pedals have been removed from their motorized bicycle. Finally, Assist Bicycle is the technical term used to describe such a vehicle and Power-Assisted Bicycle is used in the Canadian Federal Legislation, but is carefully defined to only apply to electric motor assist, and specifically excludes internal combustion engines (though this is not the case in the United States).

The federal law will not prohibit a motor vehicle label and additional restrictions given by the state. States will typically define e-mopeds in the 1000W range (1.5 hp) and speeds attainable to 30mph, and include a few requirements such as a helmet, eye protection, and a driver’s license. States may also require title, registration, and insurance for mopeds.
In addition the specific wording of the law may or may not prohibit the use of a "mid-drive" or "crank-drive" motor set-up where the motor drives the rear wheel of the bicycle through the existing chain drive of a bicycle that has multiple gears depending on several points of interpretation of the law. Specifically the interpretation of the wording, "does not require clutching or shifting by the operator after the drive system is engaged". A "mid-drive" or "crank-drive" motor set-up on an electric bicycle does indeed allow the operator to change gears in the power drive system between the motor and the rear wheel of the bicycle. Whether or not such a mechanism which allows the operator to change gears satisfies the wording that requires the operator to change gears is a matter of legal interpretation by the courts. Just as "shall issue" and "may issue" (as in laws governing the issuing licenses) in application of the law have two different meanings (in the first case if you meet the requirements they have to give you the license and in the second they don't have to if they decide not to even if you meet the requirements for the license) whether or not "does not require shifting" outlaws electric bicycles where shifting is possible but is not necessarily required is a matter of interpretation. Thus the legality of electric bicycles equipped with a "mid-drive" or "crank-drive" motor set-up in the U.S. state of Montana is not clearly defined.
Regulations[37] appear to deal with Bicycles with helper motors. No person shall ride a bicycle with a helper motor unless that person holds a valid motor vehicle operator's license. No person shall operate a bicycle with a helper motor at a rate of speed exceeding thirty miles per hour; nor shall any bicycle with a helper motor be operated on any sidewalk, limited access highway or turnpike. Driver's licence is required except if a special permit is obtained by havnig a doctor fill out a certificate and shows they are able to drive the bike with and without the motor assisting.
Ontario is one of the last provinces in Canada to move toward legalizing power-assisted bicycles (PABs) for use on roads, even though they have been federally defined and legal in Canada since early 2001. In November 2005, "Bill 169" received royal assent allowing the Ministry of Transportation of Ontario (MTO) to place any vehicle on road. On October 4, 2006, the Minister of Transportation for Ontario Donna Cansfield announced the Pilot Project allowing PABs which meet the federal standards definition for operation on road. PAB riders must follow the rules and regulations of a regular bicycles, wear an approved bicycle helmet and be at least 16 years or older. There are still a number of legal considerations for operating any bicycle in Ontario.[23][24][25]
Even with cheaper or heavier bikes, once you accept that you are really meant to pedal gently and let the motor do the work, non-speed freaks will get into it. E-bikes are great for commuting and for places that aren't pancake flat. They'll pull you away from the lights quickly, iron out hills and stop you getting sweaty, so you can bin the Lycra and ride in jeans, a suit, or a winter coat.
The Shift S1 isn’t going to blow anyone away with amazing performance, but it is peppy enough to have a lot of fun on. And if you mostly travel by rideshares like Uber or scootershares like Bird, you can probably pay for the S1 after just a few months of cutting out app-based transportation. State of the art, custom built automated precision CNC spot welding machines[41] created 18650 battery packs[42] are commonly used among Do-it-yourself ebike makers.
Historically, materials used in bicycles have followed a similar pattern as in aircraft, the goal being high strength and low weight. Since the late 1930s alloy steels have been used for frame and fork tubes in higher quality machines. By the 1980s aluminum welding techniques had improved to the point that aluminum tube could safely be used in place of steel. Since then aluminum alloy frames and other components have become popular due to their light weight, and most mid-range bikes are now principally aluminum alloy of some kind.[where?] More expensive bikes use carbon fibre due to its significantly lighter weight and profiling ability, allowing designers to make a bike both stiff and compliant by manipulating the lay-up. Virtually all professional racing bicycles now use carbon fibre frames, as they have the best strength to weight ratio. A typical modern carbon fiber frame can weighs less than 1 kilogram (2.2 lb).

"Medical Exemptions" are also a standard right in the State of Texas for motorcycles & even bicyclists. Through Texas's motorcycle helmet law (bicycle helmet laws from city ordinances), it is only required for those 21 years old or younger to wear a helmet. However, a medical exemption, [59][60][61][62][63][64] written by a certified licensed medical physician or licensed chiropractor, which exempts one from wearing a helmet, can be used for bicyclists if helmets are required.
Vehicles with an electric power and power of less than 300W are classified as "not a motor vehicle". Such electric bicycles must comply with the same rules as bicycles. You must wear a helmet even on a scooter or bike under 300W. If the power is over 300W or a combustion engine is used it is a "low powered vehicle" and the moped rules apply. Specifically, a drivers license and registration are required.
In general, electric bicycles are considered "bicycles", rather than motor vehicles, for purposes of the code. This implies that all bicycle regulations apply to electric bicycles including operation in bike lanes.
