Ontario is one of the last provinces in Canada to move toward legalizing power-assisted bicycles (PABs) for use on roads, even though they have been federally defined and completely legal in Canada since early 2001. In November 2005 "Bill 169" received royal assent allowing the Ministry of Transportation of Ontario (MTO) to place any vehicle on road. On October 4 2006 the Minister of Transportation for Ontario Donna Cansfield announced the Pilot Project allowing PABs which meet the federal standards definition for operation on road. PAB riders must follow the rules and regulations of a regular bicycles, wear an approved bicycle helmet and be at least 16 years or older. There are still a number of legal considerations for operating any bicycle in Ontario. 
But electric bicycles—e-bikes—are new territory for me. Broadly speaking, there are two basic options in e-bike land: power-on-demand and pedal-assist. With the former, the rider can control the speed with a throttle instead of just pedaling. Think moped but with an electric motor instead of internal combustion. Pedal-assist, by contrast, requires the rider to do some of the work. The electric motor won't engage unless the rider is pedaling.
I bought this bike from a dealer after extensive research on ebikes. The Elby is on par with European commuter ebikes at a better price point, you get a lot for your $ here. Elby is the complete package commuter: lights & a USB charger (for a phone or whatever) are integrated into the motor’s power supply and wired inside the frame. Rugged fenders have heavy-duty cross braces to attach baskets and whatnot. Thick Continental tires make for a comfy ride. The step-through frame is very convenient, built stout enough to carry me (200#) and two loaded baskets down hills and around curves with perfect stability. Electric bicycles use rechargeable batteries, electric motors and some form of control. This can be a simple as an on-off switch but is more usually an electronic pulse width modulation control. Electric bicycles developed in Switzerland in the late 1980s for the Tour de Sol solar vehicle race came with solar charging stations but these were later fixed on roofs and connected so as to feed into the electric mains. The bicycles were then charged from the mains, as is common today. Battery systems in use include lead-acid, NiCd, NiMH and Li-ion batteries.

The federal law will not prohibit a motor vehicle label and additional restrictions given by the state. States will typically define e-mopeds in the 1000W range (1.5 hp) and speeds attainable to 30mph, and include a few requirements such as a helmet, eye protection, and a driver’s license. States may also require title, registration, and insurance for mopeds.

Oregon Law (ORS 801.258) defines an electric assisted bicycle as an electric motor-driven vehicle equipped with operable pedals, a seat or saddle for the rider, no more than three wheels in contact during travel. In addition, the vehicle must be equipped with an electric motor that is capable of applying a power output of no greater than 1,000 watts, and that is incapable of propelling the vehicle at a speed no greater than 20 miles per hour on level ground.

The European Committee for Standardization (CEN) also has a specific Technical Committee, TC333, that defines European standards for cycles. Their mandate states that EN cycle standards shall harmonize with ISO standards. Some CEN cycle standards were developed before ISO published their standards, leading to strong European influences in this area. European cycle standards tend to describe minimum safety requirements, while ISO standards have historically harmonized parts geometry.
The first regularly produced device resembling the modern bicycle was unveiled in 1818. It was called the Dandy Horse. The two-wheeled ride-on Dandy Horse was the brainchild of German inventor Baron Karl Drais, and it featured a handle bar, a padded seat, and two inline wheels of nearly equal size. What it did not feature were pedals; this was a "running machine," thus its name in German, Laufmachine. The Dandy Horse saw only a flicker of popularity, and was largely an historical footnote within a handful of years, though its design is nearly mimicked in the child's balance bike of today.
One of the items we demonstrated at the show is the new GMAC motor series. This is a powerful clutchless geared hub motor developed over the past 2 years in partnership with MAC motors, using a custom axle with an integrated splined torque arm. In conformance with legislation adopted by the U.S. Congress defining this category of electric-power bicycle (15 U.S.C. 2085(b)), CPSC rules stipulate that low speed electric bicycles (to include two- and three-wheel vehicles) are exempt from classification as motor vehicles providing they have fully operable pedals, an electric motor of less than 750W (1 hp), and a top motor-powered speed of less than 20 miles per hour (32 km/h) when operated by a rider weighing 170 pounds. An electric bike remaining within these specifications is subject to the CPSC consumer product regulations for a bicycle. Commercially manufactured e-bikes exceeding these power and speed limits are regulated by the federal DOT and NHTSA as motor vehicles, and must meet additional safety requirements. The legislation enacting this amendment to the CPSC is also known as HR 727. The text of HR 727 includes the statement: "This section shall supersede any State law or requirement with respect to low-speed electric bicycles to the extent that such State law or requirement is more stringent than the Federal law or requirements." (Note that this refers to consumer product regulations enacted under the Consumer Product Safety Act. Preemption of more stringent state consumer product regulations does not limit State authority to regulate the use of electric bicycles, or bicycles in general, under state vehicle codes.)
The frame of an electric bike also has to be slightly different. The main part of the frame (the bit that supports your weight) is usually made from lightweight aluminum alloy: the lighter the frame, the lighter the weight of the bike overall, and the further it can travel before you need to recharge the batteries. The spokes on the wheel also have to be stronger than the thin spokes on a traditional bicycle. That's because the electric motor in the hub spins the wheel with a lot of turning force (known as torque) and, if the spokes were ordinary lightweight ones, they could bend or buckle.
I like this little electric "scooter" a lot. I do think the rear wheels should be a bit further apart for added stability. I have also found it is too easy to "spin out" the front driver wheel when going up an incline or crossing a grass area. The user and assembly manual is minimal and could use considerably more information and more and better illustrations.
Maintenance of adequate tire inflation is the most frequent and troublesome concern for cyclists and many means and methods are employed to preserve pneumatic integrity. Thicker tires, thicker tubes, tire liners (of a number of rather impenetrable devices installed between the tire and tube), liquid sealing compounds squeezed into the tube, and automotive-style patch kits are all used to reliably contain the typical tire pressures of 40 to 60 pounds per square inch that are required for bicycle operation. Thin, light bicycle tires are particularly vulnerable to penetration and subsequent deflation caused by goat's heads and other burs, colloquially known as stickers. Inflation of bicycle tires to pressures higher than typical for automotive use requires special pumps. The complexity of bicycle tire maintenance and repair may cause many to not consider the bicycle for transport or leisure.

This electric bike received a five star. The assembly was pretty simple. I ordered a set of lights and a over rear tire carrier rack from amazon that took longer to install than it took too assemble the bike.This is a solid built by that is attractive and worthy of this price point. The build quality of this bike was very good. So far I've done a few test and it runs perfect. I've put on 50+ miles on this bike and have used it on flat ground, dirt roads, rocky trails and grassy fields. The bike runs quicker than what I expected from a small 250 W hub motor. I really like it in almost every way.
To legally operate a motorized bicycle or electric-assisted bicycle the operator must be licensed, the motorized bicycle/electric-assisted bicycle must be registered in one of the following definitions and meet the required safety equipment. If the operator or the motorized bicycle/electric- assisted bicycle does not meet all requirements, they will not be legal for street/highway use (including the sidewalk).To qualify as a motorized bicycle under state law they need to have motor of a piston displacement capacity of 50 cubic centimeters or less, maximum of two brake horsepower, maximum speed of not more than Template:Convert on a flat surface, fully operable pedals for human propulsion are not required, but may be a part of the machine.

State laws tend to intermix the source of power as either gasoline ICE or electric drive. This is unfortunate because that neutralizes the environmental advantage of an ebike over an ICE moped. It also misrepresents the contrast in power output levels between an ICE and electric motor system. 50cc gas mopeds/scooters have a 2.5-4 HP rating, while the 20+ mph electric bikes will be 1-2hp, and ride much closer to a normal bicycle compared to a gas powered, 2.5hp moped. E-mopeds will weigh 55-70lbs. Gas mopeds and scooters are typically over 120lbs. E-mopeds are still electric bikes that get valuable power assist from human pedal effort and are usually much quieter.

Operators are subject to driving rules and equipment requirements (if applicable) when operated on the public streets or highways (which includes the main traveled portion of the road, shoulder and sidewalk). This means that an operator could be cited for speeding, failure to signal, unsafe change of course, driving on the sidewalk, DWI (this would apply to anywhere in the state and not just the streets/highways), and all other driving rules contained within state law that would apply. They may also not ride more than two abreast and may not impede the normal and reasonable movement of traffic. On a laned roadway, they must operate within a single lane.
"Bicycles" and "Electric Bicycles" are legally defined in the Texas Transportation Code Title 7, Chapter 551 entitled "Operation of Bicycles, Mopeds, and Play Vehicles" in Subchapter A, B, C, and D. An e-bike is identified as a "motor assisted cycle" (MAC) in British Columbia, which differs from electric mopeds and scooters, which are "limited-speed motorcycles."
