Not all e-bikes take the form of conventional push-bikes with an incorporated motor, such as the Cytronex bicycles which use a small battery disguised as a water bottle. Some are designed to take the appearance of low capacity motorcycles, but smaller in size and consisting of an electric motor rather than a petrol engine. For example, the Sakura e-bike incorporates a 200 W motor found on standard e-bikes, but also includes plastic cladding, front and rear lights, and a speedometer. It is styled as a modern moped, and is often mistaken for one.
Many countries have enacted electric vehicle laws to regulate the use of electric bicycles. Countries such as the United States and Canada have federal regulations governing the safety requirements and standards of manufacture. A response to an inquiry made to the Mass DOT/RMV indicates that Massachusetts does recognize the federal low speed electric bicycle Federal Law (15 U.S.C. § 2085) and interprets that to mean these ebikes do not require license or registration. However, some of the materials available on the RMV website do not distinguish between "Motorized Bicycle" and low power ebikes. One form, Bicycle Conversion to Motorized Bike, does document the exemption of low power ebikes.
To qualify as an electric-assisted bicycle under state law they need to have a seat and fully operable pedals for human propulsion, meet federal motor vehicle safety standards, an electric motor that has a power output of not more than 1,000 watts, maximum speed of not more than 20 mph (electric motor and human power combined), disengages or ceases to function when the vehicle’s brakes are applied, two or three wheels
"Medical Exemptions" are also a standard right in the State of Texas for motorcycles & even bicyclists. Through Texas's motorcycle helmet law (bicycle helmet laws from city ordinances), it is only required for those 21 years old or younger to wear a helmet. However, a medical exemption, written by a certified licensed medical physician or licensed chiropractor, which exempts one from wearing a helmet, can be used for bicyclists if helmets are required.
The environmental credentials of e-bikes, and electric / human powered hybrids generally, have led some municipal authorities to use them, such as Little Rock, Arkansas with their Wavecrest electric power-assisted bicycles or Cloverdale, California police with Zap e-bikes. Most of you are likely here for the electric bits, though. There are pros and cons of each, but we think the mid-engine motor gives better weight distribution and the most natural bike riding feel. Power-assist: Also known as pedal-assist bikes, these are the bicycle equivalents of hybrid cars: they're designed to be pedaled quite a lot of the time and electrically powered either when you're tired or when you feel like a bit of electric help (when you're going up hill, for example). Unlike full-power bikes, they don't have hub motors; instead, there's a separate electric motor mounted near the rear wheel and driving it either through the gear sprocket or simply by pressing against the rear tire. Where a hub motor is difficult or impossible to pedal without any power (because you're effectively turning it into a generator), power-assist motors turn easily with little or no resistance when you pedal. That gives power-assist bikes much greater range than hub-motor ones (as much as 80–145km or 50–90 miles).

Vehicles with an electric power and power of less than 300W are classified as "not a motor vehicle". Such electric bicycles must comply with the same rules as bicycles. You must wear a helmet even on a scooter or bike under 300W. If the power is over 300W or a combustion engine is used it is a "low powered vehicle" and the moped rules apply. Specifically, a drivers license and registration are required.
If you are a person who enjoys riding a bike casually at a typical bike path speed (10-15mph), and you like the idea of an ebike push up a hill, against the wind or to relieving a sore knee, then your market for a fully legally defined ebike is very broad and your practical use only has a few limitations.
