If you are a regular bicyclist who wants to add some excitement to your rides or wants some help with those hills, a full sized electric bike is the way to go. If you are considering a bike as a means of transportation more than an outlet for amusement, then a smaller, folding electric bike is the convenient choice. In each category, consider the speed and range you want, as these factors impact price.
As long as the electric bicycle meets three criteria it is considered a low-speed electric bicycle, or simply a "bicycle." Three criteria: must travel less than 20 mph on flat ground without pedaling, must have functional pedals and must have less than a 750 watt motor. If the bike has no pedals or has a higher wattage motor than 750 watts or can travel faster than 20mph you have a moped or scooter; Ohio requires tags and registration for mopeds and scooters.
E-bikes use rechargeable batteries and the lighter ones can travel up to 25 to 32 km/h (16 to 20 mph), depending on local laws, while the more high-powered varieties can often do in excess of 45 km/h (28 mph). In some markets, such as Germany as of 2013, they are gaining in popularity and taking some market share away from conventional bicycles, while in others, such as China as of 2010, they are replacing fossil fuel-powered mopeds and small motorcycles.
An electric bicycle also known as an e-bike is a bicycle with an integrated electric motor which can be used for propulsion. Pedelec is a European term that generally referred to an electric bicycle that incorporated a torque and/or a speed sensor and/or a power controller that delivered a proportionate level of assist and only ran when the rider pedaled. On the opposite side, a Noped is a term used by the Ministry of Transportation of Ontario for similar type vehicles which do not have pedals or in which the pedals have been removed from their motorized bicycle. Finally, Assist Bicycle is the technical term used to describe such a vehicle and Power-Assisted Bicycle is used in the Canadian Federal Legislation, but is carefully defined to only apply to electric motor assist, and specifically excludes internal combustion engines (though this is not the case in the United States).

My homeowners (State Farm) covers bikes , but assumes $500 per bike. They will add the bikes as personal property, but the premium is excessive (about $300/year per bike, and we have four bikes). I did increase our personal umbrella liability coverage, and it covers us if family members any sort of accident on our e-bikes that injures us or others or others' property, though only covers $500 each for our own bikes (under the homeowners coverage). Besides voltage, batteries are rated by amp hours (AH). Although voltage seems to get the most attention, the amp hour rating of the battery is just as important. It is the measure of a battery’s capacity and provides a good indication of the range you can expect from an electric bike. Although lots of factors come into play in determining range (ie: rider weight, terrain, input, efficiency, etc.), a good rule of thumb is range is equal to AH. So under normal conditions, an average rider can expect 10 miles out of a 10AH battery (with no pedaling). With rider input, this number can be dramatically increased, so most 10AH batteries are rated “up to 20 miles” by the manufacturer which assumes pedaling. On pedal-assist bikes (which require pedaling), the range ratings are much higher because the rider is constantly assisting the motor and reducing the current draw.
"Motor-driven cycle" means any vehicle equipped with two or three wheels, a power source providing up to a maximum of two brake horsepower and having a maximum piston or rotor displacement of 50 cubic centimeters if a combustion engine is used, which will propel the vehicle, unassisted, at a speed not to exceed 30 miles per hour on a level road surface, which does not require clutching or shifting by the operator. The designation is a replacement for "scooter" and "moped;" Vermont doesn't seem to have laws specifically for e-bikes.
Range is a key consideration with electric bikes, and is affected by factors such as motor efficiency, battery capacity, efficiency of the driving electronics, aerodynamics, hills and weight of the bike and rider. The range of an electric bike is usually stated as somewhere between 7 km (uphill on electric power only) to 70 km (minimum assistance) and is highly dependent on whether or not the bike is tested on flat roads or hills. Some manufacturers, such as the Canadian BionX or American E+ (manufactured by Electric Motion Systems), have the option of using regenerative braking, the motor acts as a generator to slow the bike down prior to the brake pads engaging. This is useful for extending the range and the life of brake pads and wheel rims. There are also experiments using fuel cells. e.g. the PHB. Some experiments have also been undertaken with super capacitors to supplement or replace batteries for cars and some SUVS.
Since 2000, Canada's Motor Vehicle Safety Regulations (MVSR) have defined Power Assisted bicycles (PABs) as a separate category, and which require no license to operate. PABs are currently defined as a two- or three-wheeled bicycle equipped with handlebars and operable pedals, an attached electric motor of 500W or less, and a maximum speed capability of 32 km/h from the motor over level ground. Other requirements include a permanently affixed label from the manufacturer in a conspicuous location stating the vehicle is a power-assisted bicycle under the statutory requirements in force at the time of manufacture. All power-assisted bicycles must utilize an electric motor for assisted propulsion.
No person may drive either a two-wheeled or a three-wheeled motorcycle, or a motor-driven cycle unless such person has a valid driver's license specially endorsed by the director to enable the holder to drive such vehicles. No driver's license is required for operation of an electric-assisted bicycle if the operator is at least sixteen years of age. Persons under sixteen years of age may not operate an electric-assisted bicycle. Historically, materials used in bicycles have followed a similar pattern as in aircraft, the goal being high strength and low weight. Since the late 1930s alloy steels have been used for frame and fork tubes in higher quality machines. By the 1980s aluminum welding techniques had improved to the point that aluminum tube could safely be used in place of steel. EU: EN15194 (EPAC – Electrically Power Assisted Cycles) defines the use pedal-assisted less than 25k/h bikes: "Cycles with pedal assistance which are equipped with an auxiliary electric motor having a maximum continuous rated power of 0.25 kW, of which the output is progressively reduced and finally cut off as the vehicle reaches a speed of 25 km/h or if the cyclist stops pedaling.”
E-bikes are classified in three different types: Class 1 and Class 3 bikes are powered proportionally to the “input” a rider gives via pedaling. “It feels natural, and you’re still riding a bike, so all your reflexes, skill and comfort you’ve developed over years of riding bikes apply immediately,” says Fritz Rice, sales manager of Gregg’s Cycles, near Greenlake.

It's not cheap, but comments like "Everything I hoped for!" and "Outstanding!" tell us that it's money well spent.
On a trip to Palo Alto last year, we had the chance to ride Specialized’s pedal-assisted Turbo Vado and the model is still our favorite ebike on the market. Utilizing a 350-watt motor and 604-watt-hour lithium-ion battery, the Turbo Vado is capable of traveling a whopping 80 miles on a single charge, which should be more than enough for any daily commute with plenty of miles left over.
There are two basic categories of electric bike, and their uses don't offer equal crossover value. The first category is essentially a normal bicycle that has been outfitted with an electric motor. I found that by sticking it on 'Turbo' or 'Sport' mode (the upper 2 of the 4 electrical assistance levels) and leaving it in a middle gear, the Centros felt zippy when in full flight, but able to pull away from the lights with no problems. Less lazy riders than me might want to actually use the 10 gears, and will find that in the top gear, it's quite easy to push past the mandated 15.5mph electrical limit.
At just 36V and 5.2 Ah, the battery is not designed for long distance travel. GOTRAX claims the Shift S1 has a range of up to 15 miles (25 km), though that’s only with a lower pedal assist level. If you’re going full throttle, 10 miles (15 km) is a better estimate. But with a battery this small, you could easily charge it at your desk or in the corner of the classroom – lengthening your effective range.
During the course of its evolution, the Specialized Levo has helped shape the world of eMTBing. When it was introduced, it set the benchmark in riding dynamics and integration. Electric bicycle fits under the definition of "moped" under Kentucky law. You don't need tag or insurance, but you need a driver's license. "Moped" means either a motorized bicycle whose frame design may include one (1) or more horizontal crossbars supporting a fuel tank so long as it also has pedals, or a motorized bicycle with a step-through type frame which may or may not have pedals rated no more than two (2) brake horsepower, a cylinder capacity not exceeding fifty (50) cubic centimeters, an automatic transmission not requiring clutching or shifting by the operator after the drive system is engaged, and capable of a maximum speed of not more than thirty (30) miles per hour Helmets are required.
The great majority of modern bicycles have a frame with upright seating that looks much like the first chain-driven bike. These upright bicycles almost always feature the diamond frame, a truss consisting of two triangles: the front triangle and the rear triangle. The front triangle consists of the head tube, top tube, down tube, and seat tube. The head tube contains the headset, the set of bearings that allows the fork to turn smoothly for steering and balance. The top tube connects the head tube to the seat tube at the top, and the down tube connects the head tube to the bottom bracket. The rear triangle consists of the seat tube and paired chain stays and seat stays. The chain stays run parallel to the chain, connecting the bottom bracket to the rear dropout, where the axle for the rear wheel is held. The seat stays connect the top of the seat tube (at or near the same point as the top tube) to the rear fork ends.
State law defines a motorized pedalcycle as a motor-driven cycle equipped with operable pedals, a motor rated at no more than 1.5 brake horsepower, a cylinder capacity not exceeding 50 cubic centimeters, an automatic transmission, and a maximum design speed of no more than 25 miles per hour. Subchapter J of Publication 45 spells out the vehicle requirements in full.
