Countries Like the United States and Canada have Federal regulations governing the safety requirements and standards of manufacture. Other countries like the Signatories of the European Union have agreed to wider ranging legislation covering use and safety for what they term EPAC(Electric pedal assisted cycles).
Most electric bicycles can be locked using keys supplied by the manufacturer. The key is usually inserted into a switch, which is commonly found on the bicycle's handlebars or on one side of the motor compartment. When switched to the "Off" position, the electrical drive system cannot be turned on. In areas of high risk for bicycle theft, these locking mechanisms are used in conjunction with coil or U locks.
A response to an inquiry made to the Mass DOT/RMV indicates that Massachusetts does recognize the federal low speed electric bicycle Federal Law (15 U.S.C. § 2085) and interprets that to mean these ebikes do not require license or registration. However, some of the materials available on the RMV website do not distinguish between "Motorized Bicycle" and low power ebikes. One form, Bicycle Conversion to Motorized Bike, does document the exemption of low power ebikes.
It appears Tennessee has not passed any legislation that applies to electric bicycles. Some people think the laws pertaining to a Motorized Bicycle should be used for an electric bicycle. However, a Motorized bicycle would be a gasoline powered device per state law as it is defined as "means a vehicle with two (2) or three (3) wheels, an automatic transmission, and a motor with a cylinder capacity not exceeding fifty cubic centimeters (50cc) which produces no more than two (2) brake horsepower and is capable of propelling the vehicle at a maximum design speed of no more than thirty miles per hour (30 mph) on level ground." 
The Consumer Product Safety Commission(CPSC) stipulates that commercially manufactured low-speed electric bicycles, or tricycles, must have fully operable pedals, an electric motor not exceeding 750W of power and a top motor-powered speed not in excess of 20 miles per hour (32 km/h). An electric bike remaining within these specifications will be regarded simply as a bicycle for purposes of safety standards. This supersedes any state law that is more stringent, but only regarding safety equipment required on electric bicycles and the standard of manufacture they must meet.. The legislation enacting this amendment to the CPSC is also known as HR 727.
While I would have loved to see some higher end components such as disc brakes or built-in lights, the bike still works well for what you get and is a pretty good value for the price. One missing component that I feel would make a big difference is a kickstand. I’ve never seen an e-bike that didn’t come with one, outside of ultra premium multi-thousand dollar road and downhill e-bikes that try to save every gram of weight. But for a commuter, a kickstand is pretty important. You can always add a cheap $7 kickstand from Amazon, but I would have preferred they save us the step and include their own cheap kickstand.
As electric bike options continue to expand, more brands are integrating the battery more seamlessly. That makes them look sleeker (and more like a real bike). Batteries are expensive, so make sure there’s a good way to lock the battery to your bike if you’ll be keeping it outside. Overall weight is important. Some battery and motors can add 15 pounds or more to the bike. With assist, you won’t feel that much when you’re riding, but you will if you have to carry your bike up stairs or lift it onto a bike rack.
I called Geico earlier today. They could insure me with Renters Insurance, but … I would need to have a Renter's Policy first, before the secondary insurance company they deal would insure my two bikes (Surly Long Haul Trucker and Yuba Sweet Curry custom eBike). Oklahoma the following restrictions on the operation of Electric-Assisted Bicycle in 47 O.S. 11-805.2  as follows: 1. Possess a Class A, B, C or D license, but shall be exempt from a motorcycle endorsement; 2. Not be subject to motor vehicle liability insurance requirements only as they pertain to the operation of electric-assisted bicycles; 3. Be authorized to operate an electric-assisted bicycle wherever bicycles are authorized to be operated; 4. Be prohibited from operating an electric-assisted bicycle wherever bicycles are prohibited from operating; and 5. Wear a properly fitted and fastened bicycle helmet which meets the standards of the American National Standards Institute or the Snell Memorial Foundation Standards for protective headgear for use in bicycling, provided such operator is eighteen (18) years of age or less.

Electric-assisted bicycle operators must follow the same traffic laws as operators of motor vehicles (except those that by their nature would not be relevant). The bicycles may be operated two abreast. Operators must generally ride as close as is practical to the right-hand side of the road (exceptions include when overtaking another vehicle, preparing for a left turn, and to avoid unsafe conditions). The bicycle must be ridden within a single lane. Travel on the shoulder of a road must be in the same direction as the direction of adjacent traffic.
(2) BICYCLE.--Every vehicle propelled solely by human power, and every motorized bicycle propelled by a combination of human power and an electric helper motor capable of propelling the vehicle at a speed of not more than 20 miles per hour on level ground upon which any person may ride, having two tandem wheels, and including any device generally recognized as a bicycle though equipped with two front or two rear wheels. The term does not include such a vehicle with a seat height of no more than 25 inches from the ground when the seat is adjusted to its highest position or a scooter or similar device. No person under the age of 16 may operate or ride upon a motorized bicycle.
As the managing editor of Ars Technica, one of my duties is to monitor the daily torrent of news tips and PR emails. In built up cities around the world, urban planning uses cycling infrastructure like bikeways to reduce traffic congestion and air pollution. A number of cities around the world have implemented schemes known as bicycle sharing systems or community bicycle programs. The first of these was the White Bicycle plan in Amsterdam in 1965. It was followed by yellow bicycles in La Rochelle and green bicycles in Cambridge. These initiatives complement public transport systems and offer an alternative to motorized traffic to help reduce congestion and pollution. In Europe, especially in the Netherlands and parts of Germany and Denmark, bicycle commuting is common. In Copenhagen, a cyclists' organization runs a Cycling Embassy that promotes biking for commuting and sightseeing. The United Kingdom has a tax break scheme (IR 176) that allows employees to buy a new bicycle tax free to use for commuting.
In most jurisdictions, bicycles must have functioning front and rear lights when ridden after dark. As some generator or dynamo-driven lamps only operate while moving, rear reflectors are frequently also mandatory. Since a moving bicycle makes little noise, some countries insist that bicycles have a warning bell for use when approaching pedestrians, equestrians, and other cyclists, though sometimes a car horn can be used when a 12 volt battery is available.
On the other hand, the battery doesn’t lock into the bike, which means you can’t just leave it on your bike when you park at the bike rack. Anyone could walk by and simply remove your battery. That seems like an oversight to me, though perhaps the designers assumed that such a small battery would just be easy to take with you. And it is. My wife could probably lose this battery in her purse.
