Countries Like the United States and Canada have Federal regulations governing the safety requirements and standards of manufacture. Other countries like the Signatories of the European Union have agreed to wider ranging legislation covering use and safety for what they term EPAC(Electric pedal assisted cycles).
However, each country is free to allow faster s-pedelecs if they go through collective or individual type approval. Typically, an S-Pedelec can be associated with "mofas" or "mopeds" or "light scooters". Germany has such a solution: S-pedelecs have max. 500W motors, max 45km/h, max 300% support, can drive up to 20Km/h without pedalling, plus other constraints regarding security, and are associated with Mopeds. In the City you can't use bicycles paths, but you can in the country side.
DIY enthusiasts, with tens of thousands of converted bikes using throttle-only, 20+ mph kits, are now officially labeled Moped class. While these bikes handle and pedal-ride just as safely as the class 3 speed pedelecs in many cases, our DIY counterparts will be officially kicked out and left on their own for advocacy and legal acceptance in California. This is a big deal, without a class sticker, any DIY electric bike conversion kit is considered a Moped and not a bicycle.
Bicycles and horse buggies were the two mainstays of private transportation just prior to the automobile, and the grading of smooth roads in the late 19th century was stimulated by the widespread advertising, production, and use of these devices.[9] More than 1 billion bicycles have been manufactured worldwide as of the early 21st century.[1][2][3] Bicycles are the most common vehicle of any kind in the world, and the most numerous model of any kind of vehicle, whether human-powered or motor vehicle, is the Chinese Flying Pigeon, with numbers exceeding 500 million.[1] The next most numerous vehicle, the Honda Super Cub motorcycle, has more than 60 million units made, while most produced car, the Toyota Corolla, has reached 35 million and counting.[4][5][6][32]
The European Committee for Standardization (CEN) also has a specific Technical Committee, TC333, that defines European standards for cycles. Their mandate states that EN cycle standards shall harmonize with ISO standards. Some CEN cycle standards were developed before ISO published their standards, leading to strong European influences in this area. European cycle standards tend to describe minimum safety requirements, while ISO standards have historically harmonized parts geometry.[55]
In addition, we have a new lineup of torque sensors from NCTE to replace the long out-of-stock THUN devices. This restores the option for a true transducer that measures the actual spindle torsion. They provide an accurate human watts readout, and unlike other sensors they can be used in mid-drive setups where the motor is driving the right side chain.
FuroSystems is a London-based startup that is launching two new full carbon fiber electric bikes, a folding e-bike and a mountain e-bike. FuroSystems’ ambition was to design very stylish, ultra-light electric bicycles with strong carbon fiber frames that encase all electronic parts and cables – and to sell them at a very competitive price. Both of these e-bikes feature high quality, mid-drive motors and offer great range.
A new European product safety standard EN 15194 will be published in 2009. EN 15194 contains several new requirements for ebikes to be sold in European Union and European Economic Area, including weight and voltage limitations. EN 15194 also defines a specific name for EU approved electrically-assisted cycles, EPAC - "Electrically Pedal Assisted Cycle".
In general, more expensive bikes are better. However, this is just a trend. E.g. the "Kassensturz" Consumer program from our state TV found in a 2012 study confined to an engineering school, that "Supermarket" bikes, e.g. the 1400 CHF (1200 Euro) "Leopard" bike from COOP did very well. Evaluation is "good" (almost the same as the three times more expensive 25km/h Stromer). They also pointed out a very bad model from a discounter. In other words, you can find good cheap models, but read the tests first.

It should be noted that the definition as written does not define the power of the motor in Watts as is conventionally done for electric bicycles but rather in brake horsepower. Thus for an electric bicycle, motor kit, or electric bicycle motor that is not rated by the manufacture in brake horsepower but rather in Watts a conversion must be made in the units a conversion which is not given in the code of the law and thus the court will have to consider a factor of conversion that is not directly encoded in the law. Industry standard conversion for Watts to horsepower for electric motors is 1 horsepower = 746 watts.[105] Acceptance of that conversion factor from industry, however, as interpretation of the law is subject to the process of the courts since it is not defined specifically in the law.
Hmm, that’s unfortunate. I actually have a doctors note that I carry along which recommends the use of an assisted bicycle. I ride thoughtfully and have never been asked to show it. I cannot comment on the federal parks, perhaps they are not aware of the federal law classifying electric assist bikes that perform at or below 20 mph and 750 watts as bicycles. Having a note and this information would be a good response if you were questioned.
Bicycle suspensions are used primarily on mountain bicycles, but are also common on hybrid bicycles, as they can help deal with problematic vibration from poor surfaces. Suspension is especially important on recumbent bicycles, since while an upright bicycle rider can stand on the pedals to achieve some of the benefits of suspension, a recumbent rider cannot.

Under Arizona law, motorized electric bicycles and tricycles meeting the definition under the applicable statute are not subject to title, licensing, insurance, or registration requirements, and may be used upon any roadway authorized for use by conventional bicycles,[77] including use in bike lanes integrated with motor vehicle roadways. Unless specifically prohibited, electric bicycles may be operated on multi-use trails designated for hiking, biking, equestrian, or other non-motorized usage, and upon paths designated for the exclusive use of bicycles. No operator's license is required, but anyone operating a bicycle on Arizona roads must carry proof of identity.[78] A "motorized electric bicycle or tricycle" is legally defined as a bicycle or tricycle that is equipped with a helper motor that may be self-propelled, which is operated at speeds of less than twenty miles per hour. Electric bicycles operated at speeds of twenty miles an hour or more, but less than twenty-five miles per hour may be registered for legal use on the roadways as mopeds, and above twenty-five miles per hour as a registered moped with an 'M' endorsement on the operator's driving license. However, mopeds in Arizona are prohibited from using bike lanes on motor vehicle roadways. The Arizona statute governing motorized electric bicycles does not prohibit local jurisdictions from adopting an ordinance that further regulates or prohibits the operation of motorized electric bicycles or tricycles.[79]

During nighttime operation, the bicycle must be equipped with a front headlamp, a rear-facing red reflector, and reflectors on the front and rear of pedals, and the bicycle or rider must have reflective surfaces on each side. Minn. Stat. §169.222, subd. 6. An electric-assisted bicycle can be equipped with a front-facing headlamp that emits a flashing white light, a rear-facing lamp that has a flashing red light, or both. The bicycle can carry studded tires designed for traction (such as in snowy or icy conditions).

The "Dandy horse", also called Draisienne or Laufmaschine, was the first human means of transport to use only two wheels in tandem and was invented by the German Baron Karl von Drais. (2) BICYCLE.--Every vehicle propelled solely by human power, and every motorized bicycle propelled by a combination of human power and an electric helper motor capable of propelling the vehicle at a speed of not more than 20 miles per hour on level ground upon which any person may ride, having two tandem wheels, and including any device generally recognized as a bicycle though equipped with two front or two rear wheels. The term does not include such a vehicle with a seat height of no more than 25 inches from the ground when the seat is adjusted to its highest position or a scooter or similar device. No person under the age of 16 may operate or ride upon a motorized bicycle.

Range is a key consideration with electric bikes, and is affected by factors such as motor efficiency, battery capacity, efficiency of the driving electronics, aerodynamics, hills and weight of the bike and rider. The range of an electric bike is usually stated as somewhere between 7 km (uphill on electric power only) to 70 km (minimum assistance) and is highly dependent on whether or not the bike is tested on flat roads or hills.[14] Some manufacturers, such as the Canadian BionX or American E+ (manufactured by Electric Motion Systems), have the option of using regenerative braking, the motor acts as a generator to slow the bike down prior to the brake pads engaging.[15] This is useful for extending the range and the life of brake pads and wheel rims. There are also experiments using fuel cells. e.g. the PHB. Some experiments have also been undertaken with super capacitors to supplement or replace batteries for cars and some SUVS.

Great question… a real world situation from someone doing their best to follow the law but also be realistic about time/distance. What follows is my opinion on the matter based on lots of electric bike riding experience, this is not legal advice. You can probably ride with electric assist across the dirt way with no issues and avoid any negative response that might arise as long as you’re polite to other cyclists and pedestrians and pedal along without going too fast. If someone called you out about it you could easily hop off, walk your bike and explain that you use the assist to help make your commute possible or possibly, like me, you have a knee injury and it’s difficult to pedal through softer terrain like gravel. Another different approach might be to shut the bike off completely before entering the gravel section, you could even take the battery off and put it in a backpack or as mentioned earlier… just walk the bike. Imagine if you had a motorized dirt bike and were just pushing it along a sidewalk… this kind of vehicle definitely is not allowed on sidewalks or most gravel paths like the one you’re describing but if you were escorting it carefully, you’d be honoring the spirit of the law and if an officer or pedestrian jumped out and started questioning you about your “motorized vehicle” it is my feeling that a genuine explanation and apology or request for guidance would go very well. I personally have never had issues riding electric bikes in part because I am thoughtful about how I use them. I do occasionally switch them off and sometimes I get off and walk. I have asked police in many cities across the US what they thought about ebikes and in every case I have received positive interest and support with guidance to ride safe with a helmet and follow traffic laws in the street. I hope this helps and I wish you well, it’s nice that you care enough to ask and I hope you’re treated well by others out on the road. The flip side of this response is that I have been harassed, yelled at and even swerved at by automobiles when riding bicycles and electric bikes. Firstly there's a magnetically-fired locking pin in the rear wheel, triggered by kicking a button on the hub. This is fairly secure in itself and almost impossible to remove without destroying the bike. In London, we'd pair it with a more traditional bike lock so there's a more obvious visual deterrent, though a LED matrix screen on the frame does issue a warning to would-be tea-leafs.

I called Geico earlier today. They could insure me with Renters Insurance, but … I would need to have a Renter's Policy first, before the secondary insurance company they deal would insure my two bikes (Surly Long Haul Trucker and Yuba Sweet Curry custom eBike). BUT … unfortunately …. The company that would insure my bicycles will NOT insure me because we have a Pitbull !!! Can you believe that … !!!
"Medical Exemptions" are also a standard right in the State of Texas for motorcycles & even bicyclists. Through Texas's motorcycle helmet law (bicycle helmet laws from city ordinances), it is only required for those 21 years old or younger to wear a helmet. However, a medical exemption,[133][134][135][136][137] written by a certified licensed medical physician or licensed chiropractor, which exempts one from wearing a helmet, can be used for bicyclists if helmets are required.
State law defines a motorized pedalcycle as a motor-driven cycle equipped with operable pedals, a motor rated at no more than 1.5 brake horsepower, a cylinder capacity not exceeding 50 cubic centimeters, an automatic transmission, and a maximum design speed of no more than 25 miles per hour.[55] Subchapter J of Publication 45 spells out the vehicle requirements in full.

Despite the illegal status in the state of New York, enforcement of this law varies at the local level. New York City enforces the bike ban with fines and vehicle confiscation for throttle activated electric bikes.[113] However, Mayor Bill de Blasio has recently changed the city's official policy to legalize pedal-assist electric bikes that have a maximum speed limited to 20 mph. [114] Contrarily, Tompkins County supports electric bike usage, even providing grant money to fund electric bike share/rental projects.[115]
Electric bicycles are considered as "bicycles" under Montana law as the law defines bicycles in a two part definition where the first part of the definition describes a conventional bicycle propelled solely by human power and the second part of the definition describes a bicycle equipped with an independent power source for propulsion in addition to foot pedals to permit muscular propulsion. Power assisted bicycles are classified in two categories in Saskatchewan. An electric assist bicycle is a 2 or 3 wheeled bicycle (sic.: 3 wheeled bicycle) that uses pedals and a motor at the same time only. A power cycle uses either pedals and motor or motor only. Both must have engines with 500 watt power or less, and must not be able exceed 32 km/h (20 mph), i.e., electric motor cuts out at this speed or cycle is unable to go this fast on a level surface. The power cycle has to meet the Federal Motor Vehicle Safety Standards for a power-assisted bicycle. The power cycle requires at least a learner's driving licence (class 7), and all of the other classes 1-5 may operate these also. The electric assist bicycle does not require a licence. Helmets are required for both. Both are treated as bicycles regarding rules of the road. Gas powered or assisted bicycles are classified as motorcycles regardless of engine size or if using pedals plus motor. Stickers identifying the bicycle's compliance with the Federal classification may be required for power cycles by some cities or municipalities. [13]
Some power-on-demand only e-bikes can hardly be confused with, let alone categorised as, bicycles. For example, the Noped is a term used by the Ministry of Transportation of Ontario for e-bikes which do not have pedals or in which the pedals have been removed from their motorised bicycle. These are better categorised as electric mopeds or electric motorcycles.

While falling gas prices have temporarily halted years of gains in the number of bicycle commuters, more and more of us are using the bicycle to get around. It’s economical, provides good exercise, and is much cheaper than owning a car. But unless you’re in really good shape, you aren’t going to get very far. Enter the electric bike: a glorious new contraption allows us to get around without having to worry about arriving at our destinations a sweaty mess.
In the 1870s many cycling clubs flourished. They were popular in a time when there were not cars on the market and the principal mode of transportation was horse-drawn vehicles, such the horse and buggy or the horsecar. Among the earliest clubs was The Bicycle Touring Club, which has operated since 1878. By the turn of the century, cycling clubs flourished on both sides of the Atlantic, and touring and racing became widely popular. The Raleigh Bicycle Company was founded in Nottingham, England in 1888. It became the biggest bicycle manufacturing company in the world, making over two million bikes per year.[31]

Some e-bikes operate in pedal-assist only, others have a throttle, and some have both. Generally, pedal-assist only bikes will provide multiple power settings to choose from to help customize your ride, while bikes with both throttle and pedal-assist will have limited pedal-assist options. With these bikes, the throttle provides full control (when needed) while pedal assist is just a secondary option, great on straightaways or open road.
While the first functional battery was developed in the year 1800 by Italian physicist Alessandro Volta, a practical battery would not be seen for several decades yet. By the end of the 19th century, practical and portable batteries were more widely available, this finally freeing the electric motor to be used in a wide new array of applications. It might come as a surprise, but the electric motor, battery, and a bicycle were first paired as far back as the 1890s. It would be approximately 100 years later that electric bicycle development finally entered the mainstream, but the technology and concept behind the electric bike were all in place generations ago.

No person may drive either a two-wheeled or a three-wheeled motorcycle, or a motor-driven cycle unless such person has a valid driver's license specially endorsed by the director to enable the holder to drive such vehicles. No driver's license is required for operation of an electric-assisted bicycle if the operator is at least sixteen years of age. Persons under sixteen years of age may not operate an electric-assisted bicycle. Persons operating electric-assisted bicycles shall comply with all laws and regulations related to the use of bicycle helmets. Electric-assisted bicycles and motorized foot scooters may have access to highways of the state to the same extent as bicycles. Electric-assisted bicycles and motorized foot scooters may be operated on a multipurpose trail or bicycle lane, but local jurisdictions may restrict or otherwise limit the access of electric-assisted bicycles and motorized foot scooters, and state agencies may regulate the use of motorized foot scooters on facilities and properties under their jurisdiction and control.
Electric powered bicycles slower than 20 km/h without pedaling are legally recognized as a non-mechanically operated vehicle in China.[32] According to "TECHNOLOGY WATCH", this should help promote its widespread use.[33] Electric bicycles were banned in some areas of Beijing from August 2002 to January 2006 due to concerns over environmental, safety and city image issues. Beijing has re-allowed use of approved electric bicycles as of January 4, 2006.[34] Some cities in China still ban electric bikes.
