A "class 1 electric bicycle," or "low-speed pedal-assisted electric bicycle," is a bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches the speed of 20 miles per hour. (2) A "class 2 electric bicycle," or "low-speed throttle-assisted electric bicycle," is a bicycle equipped with a motor that may be used exclusively to propel the bicycle, and that is not capable of providing assistance when the bicycle reaches the speed of 20 miles per hour. A "class 3 electric bicycle," or "speed pedal-assisted electric bicycle," is a bicycle equipped with a motor that provides assistance only when the rider is pedaling, (no throttle) and that ceases to provide assistance when the bicycle reaches the speed of 28 miles per hour, and equipped with a speedometer. Local government ordinances are allowed to permit or ban any class of electric bicycles on dedicated bicycle paths and trails, with Class 1 & 2 permitted, and Class 3 banned, by default.

As of 2008 a standard class C license, proof of insurance, and registration (annual fee: $9.00) are required for operation of any motorized pedalcycle in Pennsylvania. Additionally, there are strict equipment standards that must be met for operation, including: handlebars, brakes, tires/wheels, electrical systems/lighting, mirrors, speedometer, and horns/warning devices.[127]
In Quebec power-assisted bicycles are often classified similarly to standard pedal bicycles. They do not have to meet the conditions defined within the Canadian Motor Vehicle Safety Regulations (they are not classed as "motor vehicles"), but they do have to comply with federal regulations that define Power Assisted Bicycles. The Quebec Highway Safety Code defines a power-assisted bicycle as a bicycle with an electric motor. PABs are permitted on the road in the province of Quebec.

Choose a 36- or 48-volt battery with a capacity of 10Ah or 20Ah. Choose a battery designed for use on an electric bicycle, as it will come with a charger and be much easier to install. Make sure the voltage and capacity of the battery you choose is compatible with the conversion kit you purchased. The higher the voltage of your bike's battery, the more powerful your bike will be. When building an electric bike, choose a 36- or 48-volt battery to allow for speed and comfort.[5]

Some argue, that an ebike should have some kind of front suspension, i.e. be able to cope with potholes at higher speed or off-road conditions. Nebraska defines a Moped as "a bicycle with fully operative pedals for propulsion by human power, an automatic transmission, and a motor with a cylinder capacity not exceeding fifty cubic centimeters which produces no more than two brake horsepower and is capable of propelling the bicycle at a maximum design speed of no more than thirty miles per hour on level ground."[69]
Electric bikes aren’t just a practical and environmentally conscious solution to gridlock, they also are really fun to ride. On top of all of the persuasive arguments to get an electric bike, I think the Rad Wagon’s best-selling point comes down to enjoyment. Across Europe, where e-bikes were embraced by the public long before the rest of the world, e-bike growth has averaged in excess of 20 percent each year between 2014 and 2017, with a whopping 25.3 percent growth to a total of two million e-bike sales in 2017. Being member of European Economic Area (EEA), Norway implemented the European Union directive 2002/24/EC. Different gears and ranges of gears are appropriate for different people and styles of cycling. Multi-speed bicycles allow gear selection to suit the circumstances: a cyclist could use a high gear when cycling downhill, a medium gear when cycling on a flat road, and a low gear when cycling uphill. In a lower gear every turn of the pedals leads to fewer rotations of the rear wheel. This allows the energy required to move the same distance to be distributed over more pedal turns, reducing fatigue when riding uphill, with a heavy load, or against strong winds. A higher gear allows a cyclist to make fewer pedal turns to maintain a given speed, but with more effort per turn of the pedals.

In the 1890s, electric bicycles were documented within various U.S. patents. For example, on 31 December 1895, Ogden Bolton Jr. was granted U.S. Patent 552,271 for a battery-powered bicycle with "6-pole brush-and-commutator direct current (DC) hub motor mounted in the rear wheel". There were no gears and the motor could draw up to 100 amperes (A) from a 10-volt battery.[5]
Around the turn of the 20th century, bicycles reduced crowding in inner-city tenements by allowing workers to commute from more spacious dwellings in the suburbs. This upgraded model is the best scooter of this type that is currently available on the market. All electric bike availble in Hong Kong fail to meet the type approval requirement, and Transport Department has never granted any type approval for electric bike, making all electric bike effectively illegal in Hong Kong. It appears Tennessee has not passed any legislation that applies to electric bicycles. Some people think the laws pertaining to a Motorized Bicycle should be used for an electric bicycle. Electric bicycles are considered as "bicycles" under Montana law as the law defines bicycles in a two part definition where the first part of the definition describes a conventional bicycle propelled solely by human power and the second part of the definition describes a bicycle equipped with an independent power source for propulsion in addition to foot pedals to permit muscular propulsion. The gen-set that I am looking at uses a 49 cc gas engine with a 12 volt generator, this would be from the ground up build using a 1 hp electric motor. I would advocate you ride legal within the laws of your state. I would also look into some kind of liability rider or umbrella policy with your home owner’s policy, which covers your personal liability and theft. Get your bike registered; wear your helmet, eye protection, whatever is required by state law so that if an accident occurs and you are at fault, there is no legal recourse. Even if you own a 750W/20mph ebike that meets the definition of a bicycle, any at-fault cyclist may still be denied coverage by stingy insurance companies who want to support their clients. Your health insurance will usually cover your medical bills, but the costs of an expensive ebike may be lost.

E-bikes are typically offered in 24V, 36V and 48V configurations. Higher voltage generally means higher top speed – but that may not always be the case. Since the efficiency of a motor and drive system can have an effect on power and speed, a 24V setup could have the same top speed as a 36V setup. Generally you can expect 15-18 mph on a 24v setup, 16-20 mph on a 36V setup and 24-28 mph on a 48V setup. Although it far exceeds Federal laws, some conversion kits can even be run at 72V for speeds of 35+ mph! However, this puts significant stress on bicycle components. Consider that even the fastest athletes only travel 17-18 mph on a conventional bicycle, so 20 mph feels very fast to most riders. Anything over this speed can be unsafe and exceeds law regulations.
