Most European bike rules are tight and restrictive. Right now the California state ebike rules in AB 1096 provide the clearest and cleanest format, and they support ebike riding. No other U.S. regulations come close. The big brand ebikes (Giant, Specialized, Trek) are selling bikes that fit within European rules (250w-300w motors). This gives them economies of scale.
The electric bike revolution has officially crossed into the arena of off-road motorbikes. Vehicles exceeding any of the criteria above must be registered and titled as a motorcycle. Other types of vehicles, such as electric scooters, "pocket rockets" and mini-choppers, may fit the definition of a moped or a motorcycle, but cannot be registered by the Department of State if they lack the equipment required by law to legally drive on public roads.

Motor position – e-bike motors are positioned on either the front wheel hub, rear wheel hub, or in the middle of the bike between the pedals. There are pros and cons of each, but we think the mid-engine motor gives better weight distribution and the most natural bike riding feel. The pulling sensation you get from a front hub motor in particular can feel a bit unnatural
Are there any guidelines you could give on what is legal in Federal Parks that have duel use pedestrian and bike paths. I was recently told that E bikes are not allowed on a Federal trail even though much faster 10 and 20 speed bicycles are common. I also stated that I have a disability which prevents me from walking or biking very far but was still told my bike was not allowed. I should also add that my bike has a top speed of about 15 and is 250 watts.
There are generally two types of e-bike: throttle and pedal-assist. Throttle e-bikes, common among food delivery workers, don’t require any pedaling, just a twist of the handlebar to get moving. Wing’s e-bike is pedal-assist. The bike’s battery provides a boost while you pedal — up to 20 mph — but if you stop pedaling, the bike slows just like a regular bike.

Vehicles with an electric power and power of less than 300W are classified as "not a motor vehicle". Such electric bicycles must comply with the same rules as bicycles. You must wear a helmet even on a scooter or bike under 300W. If the power is over 300W or a combustion engine is used it is a "low powered vehicle" and the moped rules apply. Specifically, a drivers license and registration are required.
More powerful pedelecs which are not legally classed as bicycles are dubbed S-Pedelecs (short for Schnell-Pedelecs, i.e. Speedy-Pedelecs) in Germany. These have a motor more powerful than 250 watts and less limited, or unlimited, pedal-assist, i.e. the motor does not stop assisting the rider once 25 km/h has been reached. S-Pedelec class e-bikes are therefore usually classified as mopeds or motorcycles rather than as bicycles and therefore may (depending on the jurisdiction) need to be registered and insured, the rider may need some sort of driver's license (either car or motorcycle) and motorcycle helmets may have to be worn. In the United States, many states have adopted S-Pedelecs into the Class 3 category. Class 3 ebikes are limited to <=750 watts of power and 28 mph.
As with all these bikes, the assisted speed is capped at 15mph, but unlike some of them, the Gtech eBike City or its identical (spec-wise) sibling the eBike Sport (this just has a standard frame rather than a step-through one) is light and agile enough for you to be able pedal harder without feeling like the weight is fighting you back down to 15mph. You can even, at a push, use it without the motor on flatter roads.
An electric bicycle is a bicycle with an electric motor used to power the vehicle, or to assist with pedaling. In many parts of the world, electric bicycles are classified as bicycles rather than motor vehicles, so they are not subject to the same laws as motor vehicles. Electric bicycles are one type of motorized bicycle. However, electric bicycles are defined separately and treated as a specific vehicle type in many areas of legal jurisdiction.
In Israel, persons above 16 years old are allowed to use pedal-assisted bicycle with power of up to 250W and speed limit of 25 km/hour. The bicycle must satisfy the European Standard EN15194 and be approved by the Standards Institution of Israel. A new law, effective January 10, 2019, states that riders under 18 who have no automobile license will need a special permit.   Otherwise, no license or insurance is required. Other motorized bicycles are considered to be motorcycles and should be licensed and insured as such. The maximum weight of the e-bike itself cannot exceed 30 kg.
Choose a 36- or 48-volt battery with a capacity of 10Ah or 20Ah. Choose a battery designed for use on an electric bicycle, as it will come with a charger and be much easier to install. Make sure the voltage and capacity of the battery you choose is compatible with the conversion kit you purchased. The higher the voltage of your bike's battery, the more powerful your bike will be. When building an electric bike, choose a 36- or 48-volt battery to allow for speed and comfort.
In conformance with legislation adopted by the U.S. Congress defining this category of electric-power bicycle (15 U.S.C. 2085(b)), CPSC rules stipulate that low speed electric bicycles (to include two- and three-wheel vehicles) are exempt from classification as motor vehicles providing they have fully operable pedals, an electric motor of less than 750W (1 hp), and a top motor-powered speed of less than 20 miles per hour (32 km/h) when operated by a rider weighing 170 pounds. An electric bike remaining within these specifications is subject to the CPSC consumer product regulations for a bicycle. Commercially manufactured e-bikes exceeding these power and speed limits are regulated by the federal DOT and NHTSA as motor vehicles, and must meet additional safety requirements. The legislation enacting this amendment to the CPSC is also known as HR 727. The text of HR 727 includes the statement: "This section shall supersede any State law or requirement with respect to low-speed electric bicycles to the extent that such State law or requirement is more stringent than the Federal law or requirements." (Note that this refers to consumer product regulations enacted under the Consumer Product Safety Act. Preemption of more stringent state consumer product regulations does not limit State authority to regulate the use of electric bicycles, or bicycles in general, under state vehicle codes.)
The rest of the bike is equally impressive. Integrated lights in the front and the rear run directly off the main battery, so you’re never replacing coin cells or AAA batteries. And the disc brakes give you plenty of stopping power. The 36-volt battery attaches to the down tube and is designed to be easily removed for recharging. A key-lock at the top of the mount ensures that no one can steal your battery if your bike is left in a public place. And a built-in alarm system, activated with a car-like key fob, is ear-splitting enough to keep thieves away altogether. (Miller promises the alarm’s sensitivity is tuned so it shouldn’t go off if the bike is jostled at a public bike rack, but I didn’t have the bike long enough to test this out.)
In general, electric bicycles are considered "bicycles", rather than motor vehicles, for purposes of the code. This implies that all bicycle regulations apply to electric bicycles including operation in bike lanes. Exceptions to this include a restriction of operation on sidewalks and that a license or permit is required if the rider is younger than 17 years of age.
this bike came really fast. Very surprised at the quality considering the price. It was packaged very well however my fenders had a little kink in it during shipping. I don’t care about that. It is very fast and a solid bike. I own two other Nami electric folding bikes and this is on par with their quality. The only concerns I have is whether or not I’m able to purchase a second battery when this one needs replacement. This is my first electric bike and I’m very impressed with the fun factor.
We rode the Vado through the gauntlet, including some of the steepest hills in Palo Alto, and it easily handled everything we threw at it, maintaining a steady 20 miles per hour even on the most daunting of ascents. The bike also handles well on downhills and is both nimble and quick on city streets and paved trails. It’s even comfortable to ride for extended distances, which is vitally important for any bike built for urban settings.
Arkansas does not define E-bikes. The following definition describes a combustion engine. E-bikes being electric do not have a cylinder capacity and thus this law is not technically applicable. The state defines a "Motorized bicycle" as "a bicycle with an automatic transmission and a motor of less than 50cc." Riders require either a certificate to operate a motorized bicycle, a motorcycle license, a motor-driven cycle license, or a license of class A, B, C or D. Certificates cannot be issued to riders under 10 years of age.
Electric bikes are becoming a convenient and fun way to commute around a city, but they can be pricey. The average e-bike can cost $3,000, with some models getting up to $5,000 or more. But these prices are dropping, as new models come onto the market — and if you don’t mind giving up some of the glossier, high-tech features like embedded digital displays, retractable cable locks, and and theft tracking and recovery, you can find a really good quality e-bike for under $1,500.
