European Union directive 2002/24/EC exempts vehicles with the following definition from type approval: "Cycles with pedal assistance which are equipped with an auxiliary electric motor having a maximum continuous rated power of 0.25 kW, of which the output is progressively reduced and finally cut off as the vehicle reaches a speed of 25km/h (15.5mph) or if the cyclist stops pedaling." This is the de facto definition of an electrically assisted pedal cycle in the EU. The Tidalforce Electric Bicycle was an electric bicycle manufactured by Wavecrest Labs from 2003 until the company went out of business in 2006. All models of Wavecrest Tidalforce electric bikes have a 36 volt electric hub motor built into the rear wheel hub and a 36 volt battery pack built into the front wheel hub. Wavecrest Labs manufactured three models of Tidalforce bikes: The Wavecrest Tidalforce M-750, the S-750 Traditional hard tail mountain bike and the iO-750 Cruiser. Any of the three bikes with an X suffix denotes that the motor is a 1000 watt motor without a set speed restriction as compared to the speed limited 750 watt version.
If you're taking your bike inside, consider one that folds up. The Cyclotricity Wallet has a motor in the front wheel, which takes you up to speed either by assisting your pedalling, or you can sit back and use the throttle by itself. To operate a motorized/electric-assisted bicycle on the streets or highways a person must have a valid driver’s license or a motorized bicycle permit. A person under the age of 16 operating a motorized/electric-assisted bicycle under a motorized bicycle permit is subject to restrictions of no passengers (a parent or guardian my ride if the motorized/electric assisted bicycle is equipped with a seat and footrests for a passenger), no night driving, driving on any highway marked as an interstate, must wear a helmet, foot rests for passengers (if designed for passenger(s). A motorized bicycle permit is available to persons of at least 15 years of age who have passed the motorized bicycle test or passed a motorized bicycle course. A motorized bicycle would need the same coverage as a motorcycle would in this state. An electric-assisted bicycle would not need coverage.
I have been able to find ebikes of all speeds out in the wild and after years of riding and a reflective posture for the law, I see that lawmakers were thinking less about me and my practical wants as the user, and more about the mass motor vehicle driving public, their perceptions and expectations of ‘typical bicycle speeds’ on the roads and paths. So the laws were made to bicycle NORMS, not the potential performance limits for users.
Battery – in combination with the motor, this determines how far you can get before your bike needs a recharge. Some don’t provide adequate support on even gentle hills, while the best will comfortably take the strain as the gradient shoots up. A response to an inquiry made to the Mass DOT/RMV indicates that Massachusetts does recognize the federal low speed electric bicycle Federal Law (15 U.S.C. § 2085) and interprets that to mean these ebikes do not require license or registration. However, some of the materials available on the RMV website do not distinguish between "Motorized Bicycle" and low power ebikes. One form, Bicycle Conversion to Motorized Bike, does document the exemption of low power ebikes.[100]

In the United States electric bikes have seen slow but steady growth since the late 90’s and as a result, in 2001 congress was lobbied and passed the first and only bill to define ebikes in federal law. This law, 107-319, exempts electrified bicycles with operating pedals using motors under 750 watts limited to 20 mph from the legal definition of a motor vehicle.2.
If a car is at fault in an accident with a bicycle or ebike, their motor vehicle insurance will likely cover your cost for repair and hopefully medical expenses. But what happens if you are at fault, riding an ebike illegally because you did not register it as a Moped? At best, you could be prosecuted under the law. At worst, you could be financially liable for neglect or reckless endangerment via a law suit.

There are also experiments using fuel cells. e.g. the PHB. Some experiments have also been undertaken with super capacitors to supplement or replace batteries for cars and some SUVS. E-bikes developed in Switzerland in the late 1980s for the Tour de Sol solar vehicle race came with solar charging stations but these were later fixed on roofs and connected so as to feed into the electric mains.[40] The bicycles were then charged from the mains, as is common today. While ebike batteries were produced mainly by bigger companies in past, many small to medium companies have started using innovative new methods for creating more durable batteries. State of the art, custom built automated precision CNC spot welding machines[41] created 18650 battery packs[42] are commonly used among Do-it-yourself ebike makers.

Electric-assisted bicycles, also referred to as "e-bikes," are a subset of bicycles that are equipped with a small attached motor. To be classified as an "electric-assisted bicycle" in Minnesota, the bicycle must have a saddle and operable pedals, two or three wheels, and an electric motor of up to 1,000 watts, as well as meet certain federal motor vehicle safety standards. The motor must disengage during braking and have a maximum speed of 20 miles per hour (whether assisted by human power or not). Minn. Stat. §169.011, subd. 27.

Under the statute, mopeds must be registered. To be registered under Hawaii law a moped must bear a certification label from the manufacturer stating that it complies with federal motor vehicle safety standards (FMVSS). A moped must also possess the following equipment approved by the D.O.T. under Chapter 91: approved braking, fuel, and exhaust system components; approved steering system and handlebars; wheel rims; fenders; a guard or protective covering for drive belts, chains and rotating components; seat or saddle; lamps and reflectors; equipment controls; speedometer; retracting support stand; horn; and identification markings.
