Maryland defines an "electric bicycle" as a vehicle that (1) is designed to be operated by human power with the assistance of an electric motor, (2) is equipped with fully operable pedals, (3) has two or three wheels, (4) has a motor with a rating of 500 watts or less, (5) and is capable of a maximum speed of 20 miles per hour on a level surface when powered by the motor. (Senate Bill 379, approved by the Governor 5/5/2014, Chapter 294.) [96] This legislation excludes "electric bicycle" from the definition of "moped", "motorized minibike", and "motor vehicle", and removes the titling and insurance requirements required for electric bicycles under prior Maryland law.
The pedals on a motorised bicycle must be the primary source of power for the vehicle. If the motor is the primary source of power then the device cannot be classed as a motorised bicycle. For example, a device where the rider can twist a throttle and complete a journey using motor power only without using the pedals, would not be classed as a motorised bicycle.
China's experience, as the leading e-bike world market, has raised concerns about road traffic safety and several cities have considered banning them from bicycle lanes.[2] As the number of e-bikes increased and more powerful motors are used, capable of reaching up to 30 miles per hour (48 km/h), the number of traffic accidents have risen significantly in China. E-bike riders are more likely than a car driver to be killed or injured in a collision, and because e-bikers use conventional bicycle lanes they mix with slower-moving bicycles and pedestrians, increasing the risk of traffic collisions.[2]
The handlebars connect to the stem that connects to the fork that connects to the front wheel, and the whole assembly connects to the bike and rotates about the steering axis via the headset bearings. Three styles of handlebar are common. In Quebec power-assisted bicycles are often classified similarly to standard pedal bicycles. They do not have to meet the conditions defined within the Canadian Motor Vehicle Safety Regulations (they are not classed as "motor vehicles"), but they do have to comply with federal regulations that define Power Assisted Bicycles. The Quebec Highway Safety Code defines a power-assisted bicycle as a bicycle(2 or 3 wheels that touch the ground) with an electric motor with a maximum power of 500W and a top speed of 32 km/h bearing a specific compliance label permanently attached by the manufacturer[30]. There are two main categories when choosing an e-bike: a pre-built electric bike or a custom e-bike conversion. Prefab electric bikes come in a wide variety of setups and styles and are designed specifically as electric bicycles. With unique characteristics and design qualities, most meet the law requirements which limit power and speed. There is also a variety of options to choose from equipped with different design and different motor and battery configurations to suit different riding styles and preferences: cruisers, commuters, mountain bikes and more. It's a solid e-bike, but it's also very heavy one for a folding bike. I found it difficult carry when the bike is folded as the carrying handle is useless, and the center of gravity is towards to the rear wheel so one has to find a place in the rear of the bike to pick it up. Even when the bike is folded, it's bulky and heavy, It's difficult to walk with it while carrying it. It's easy to hurt one's back if he or she is not careful. The days when eMTBs were defined solely by the power of their motors and the size of their batteries are over. Riding performance has become the most important metric. In that pursuit, manufacturers are increasingly developing eMTBs with less power and battery capacity, which in turn handle more like regular mountain bikes. FOCUS started this movement some time ago with its Project-Y concept and later presented the FOCUS RAVEN² PRO, the first production model in a new category of bikes. The Class 3 Aventon Pace 500 urban e-bike has five levels of pedal assist and tops out at 28 mph. But the Pace has something not found on a lot of modern e-bikes. To operate a motorized/electric-assisted bicycle on the streets or highways a person must have a valid driver’s license or a motorized bicycle permit. A person under the age of 16 operating a motorized/electric-assisted bicycle under a motorized bicycle permit is subject to restrictions of no passengers (a parent or guardian my ride if the motorized/electric assisted bicycle is equipped with a seat and footrests for a passenger), no night driving, driving on any highway marked as an interstate, must wear a helmet, foot rests for passengers (if designed for passenger(s). A motorized bicycle permit is available to persons of at least 15 years of age who have passed the motorized bicycle test or passed a motorized bicycle course. A motorized bicycle would need the same coverage as a motorcycle would in this state. An electric-assisted bicycle would not need coverage.

Track bicycles do not have brakes, because all riders ride in the same direction around a track which does not necessitate sharp deceleration. Track riders are still able to slow down because all track bicycles are fixed-gear, meaning that there is no freewheel. Without a freewheel, coasting is impossible, so when the rear wheel is moving, the cranks are moving. To slow down, the rider applies resistance to the pedals, acting as a braking system which can be as effective as a conventional rear wheel brake, but not as effective as a front wheel brake.[51]

Earlier UK regulations required that the motor has an average power output limited to 200 W (250 W for tricycles and tandems) and weight limited to 40 kg (60 kg for tricycles and tandems). These regulations must come in-line with the EU regulations by (find deadline). For models sold before June 2003, e-bikes conforming to the speed, weight and power limits may also be considered pedal cycles. Electric bikes with higher power outputs, or those not meeting the "pedelec" definition are now treated as motorcycles and require a license.

Electrically-assisted cycles are usually classified as either pedelecs or e-bikes. Under European Union regulations adopted in the UK in June 2003, only power-assisted cycles meeting the pedelec classification are considered to be pedal cycles. The maximum power allowed in the European Union for (pedelec) electric bicycles is 250 W, with a maximum assisted speed of 25 km/h.[15]. To meet the pedelec specification the electric motor must be activated by the rider's pedalling effort and the power must cut out completely whenever the rider stops pedalling. Speed Pedelec ebikes – A new classification of bikes called ‘Speed Pedelecs’ have emerged which technically meet the bicycle definition for a 20 mph ebike. These ebikes are designed to max out at 28 mph. Pedelecs are pedal activated vs throttle activated. The weasel words within the definition says, “20mph on motor alone”. Thus, a person who adds their leg power to the motor assist and happens to cruise at 28mph is NOT doing it by motor alone, and therefore the bike is considered to be compliant with the Federal Law. If the rider stops pedaling, the speed pedelec cannot maintain speed. Speed Pedelecs are becoming more popular in Europe and America, which means more models are being offered.
