Clarifying the vehicle and traffic law to define electric assisted bicycles; establish that electric assisted bicycles, as defined, are bicycles, not motor vehicles; and establish safety and operational criteria for their use." has passed in the Senate for the first time ever in 2015. The related Assembly bill A233 was not brought to a vote in the assembly even though it had passed with little issue in prior years.

You are not allowed to drive S-Pedelecs in France even if they are registered legally in your country (e.g. Germany or Switzerland). In other words, if you plan to take your 45h bike that is legal in your country on vacation in another where it is not, you may violate traffic law. Remove the license plate or don't do it. People who commute between countries, are known to hack removable plates with magnets ...

Both land management regulators and mountain bike trail access advocates have argued for bans of electric bicycles on outdoor trails that are accessible to mountain bikes, citing potential safety hazards as well as the potential for electric bikes to damage trails. I bought the 52v 13ah for my 1000w BBSHD build and it is working great. My bike tears it up pretty good with this battery pack. Hopefully I don't run into any problems but so far so good. One thing I learned the hard way - if you use a 52v pack with the 1000w bbshd your battery meter will no longer be accurate. That was one tough ride home with my heavy fat bike!
Oregon Law (ORS 801.258) defines an electric assisted bicycle as an electric motor-driven vehicle equipped with operable pedals, a seat or saddle for the rider, no more than three wheels in contact during travel. In addition, the vehicle must be equipped with an electric motor that is capable of applying a power output of no greater than 1,000 watts, and that is incapable of propelling the vehicle at a speed no greater than 20 miles per hour on level ground.
Firstly there's a magnetically-fired locking pin in the rear wheel, triggered by kicking a button on the hub. This is fairly secure in itself and almost impossible to remove without destroying the bike. In London, we'd pair it with a more traditional bike lock so there's a more obvious visual deterrent, though a LED matrix screen on the frame does issue a warning to would-be tea-leafs.
