As of 2008 a standard class C license, proof of insurance, and registration (annual fee: $9.00) are required for operation of any motorized pedalcycle in Pennsylvania. Additionally, there are strict equipment standards that must be met for operation, including: handlebars, brakes, tires/wheels, electrical systems/lighting, mirrors, speedometer, and horns/warning devices.
(2) BICYCLE.--Every vehicle propelled solely by human power, and every motorized bicycle propelled by a combination of human power and an electric helper motor capable of propelling the vehicle at a speed of not more than 20 miles per hour on level ground upon which any person may ride, having two tandem wheels, and including any device generally recognized as a bicycle though equipped with two front or two rear wheels. The term does not include such a vehicle with a seat height of no more than 25 inches from the ground when the seat is adjusted to its highest position or a scooter or similar device. No person under the age of 16 may operate or ride upon a motorized bicycle.
Being member of European Economic Area (EEA), Norway implemented the European Union directive 2002/24/EC. This directive defined legal ebikes for all EU and EEA countries to "Cycles with pedal assistance which are equipped with an auxiliary electric motor having a maximum continuous rated power of 0.25 kW, of which the output is progressively reduced and finally cut off as the vehicle reaches a speed of 25 km/h or if the cyclist stops pedaling.” The definition became part of Norwegian vehicle legislation in 2003. A more detailed specification will become effective when the new European ebike product safety standard EN 15194 is published in 2009.
The $3,099 MSRP is a bit daunting if you've not shopped for high-end bikes before, but it compares favorably with, say, Trek's electric bike lineup. That said, you can get a solid urban/commuter bike without a motor for well under $1,000. You can even score an e-bike for under a grand, but you'll likely be looking at a battery range of less than 40 miles, along with lower-quality components.
We've also released our first native 72V battery pack in a conventional downtube battery casing, assembled using the high power Samsung 27100 40T cells so that even with the small 8Ah capacity it is able to deliver 40-50A continuous currents. This is an ideal battery for fast and sporty offroad ebike builds, allowing powerful performance without the weight or complexity of most 72V setups (either two 36V packs in series or a large triangle frame battery).
Legislative changes in 2012 significantly altered the classification and regulatory structure for e-bikes. The general effect was to establish electric-assisted bicycles as a subset of bicycles and regulate e-bikes in roughly the same manner as bicycles instead of other motorized devices with two (or three) wheels. Laws 2012, ch. 287, art. 3, §§ 15-17, 21, 23-26, 30, 32-33, and 41. The 2012 Legislature also modified and clarified regulation of e-bikes on bike paths and trails. Laws 2012, ch. 287, art. 4, §§ 1-4, 20.
Torque sensors and power controls were developed in the late 1990s. For example, Takada Yutky of Japan filed a patent in 1997 for such a device. In 1992 Vector Services Limited offered and sold an electric bicycle dubbed Zike. The bicycle included Nickel-cadmium batteries that were built into a frame member and included an 850 g permanent-magnet motor. Despite the Zike, in 1992 hardly any commercial electric bicycles were available. It wasn’t until 1998 when there were at least 49 different bikes. Production grew from 1993 to 2004 by an estimated 35%. By Contrast, according to Gardner, in 1995 regular bicycle production decreased from its peak 107 million units. Some of the less expensive electric bicycles used bulky lead acid batteries, whereas newer models generally used NiMH, NiCd and/or Li-ion batteries which offered lighter, denser capacity batteries. The end benefits usually varied from manufacturer; however, in general there was an increase in range and speed. Bicycles were introduced in the late 19th century in Europe, and by the early 21st century, more than 1 billion were in existence at a given time. These numbers far exceed the number of cars, both in total and ranked by the number of individual models produced. They are the principal means of transportation in many regions. They also provide a popular form of recreation, and have been adapted for use as children's toys, general fitness, military and police applications, courier services, bicycle racing and bicycle stunts.
Firstly there's a magnetically-fired locking pin in the rear wheel, triggered by kicking a button on the hub. This is fairly secure in itself and almost impossible to remove without destroying the bike. In London, we'd pair it with a more traditional bike lock so there's a more obvious visual deterrent, though a LED matrix screen on the frame does issue a warning to would-be tea-leafs.
During nighttime operation, the bicycle must be equipped with a front headlamp, a rear-facing red reflector, and reflectors on the front and rear of pedals, and the bicycle or rider must have reflective surfaces on each side. Minn. Stat. §169.222, subd. 6. An electric-assisted bicycle can be equipped with a front-facing headlamp that emits a flashing white light, a rear-facing lamp that has a flashing red light, or both. The bicycle can carry studded tires designed for traction (such as in snowy or icy conditions).
When last checked, no E-bikes satisfied this requirement, so ebikes cannot be registered in New Jersey. However, NJ Bill A2581, introduced March 22, 2010, would permit the use of low-speed electric bicycles upon the roadways and bicycle paths in NJ, where a low-speed electric bicycle is defined as a two-wheeled vehicle with fully operable pedals for human propulsion and an electric motor of less than 100 pounds and 750 watts, whose maximum speed on a paved level surface is less than 20 miles per hour. The bill has been referred to the state's Assembly Transportation, Public Works and Independent Authorities Committee.
Attitudes to electric bikes have changed in recent years. For a long time they were seen by cyclists as 'cheating' and by non-cyclists as being just like a bike, but uglier and far more expensive. This new breed of best-in-class electric bikes feel more natural, look more normal, and people are coming around to the idea that a ride with the convenience of a bike but without all the sweat and effort is a Very Good Thing.
In summary, federal law trumps all States’ laws. That is true with bicycle law, too. States cannot constitutionally pass legislation that reduces or eliminates Federal laws, they can only pass legislation that enacts additional (tighter) restrictions on its people. States can’t define an ebike a bicycle if greater than 750W/20mph, nor can they define an ebike a motor vehicle if less than the Federal Government’s limit of 750 Watts and a top electric-powered speed of 20 MPH.3This is the Federal definition of a low speed electric bike, which equates it to a bicycle.
Most electric bicycles can be locked using keys supplied by the manufacturer. The key is usually inserted into a switch, which is commonly found on the bicycle's handlebars or on one side of the motor compartment. When switched to the "Off" position, the electrical drive system cannot be turned on. In areas of high risk for bicycle theft, these locking mechanisms are used in conjunction with coil or U locks.
Electric-assisted bicycles are treated as human-powered bicycles, while bicycles capable of propulsion by electric power alone face additional registration and regulatory requirements as mopeds. Requirements include electric power generation by a motor that cannot be easily modified, along with a power assist mechanism that operates safely and smoothly.
