"Electric-assisted bicycle" means a bicycle with two or three wheels, a saddle, fully operative pedals for human propulsion, and an electric motor. The electric-assisted bicycle's electric motor must have a power output of no more than one thousand watts, be incapable of propelling the device at a speed of more than twenty miles per hour on level ground, and be incapable of further increasing the speed of the device when human power alone is used to propel the device beyond twenty miles per hour.[66]

On October 22, 2014 PA house bill 573 passed into law, which is Act 154, which changes the definition of "pedalcycle" (bicycle) in the PA state vehicle code. "Pedalcycle" is now defined as a vehicle propelled solely by human-powered pedals or a "pedalcycle" (bicycle) with electric assist( a vehicle weighing not more than 100 pounds with two or three wheels more than 11 inches in diameter, manufactured or assembled with an electric motor rated no more than 750 watts and equipped with operational pedals and travels at speeds less than 20 mph). My homeowners (State Farm) covers bikes , but assumes $500 per bike. They will add the bikes as personal property, but the premium is excessive (about $300/year per bike, and we have four bikes). I did increase our personal umbrella liability coverage, and it covers us if family members any sort of accident on our e-bikes that injures us or others or others' property, though only covers $500 each for our own bikes (under the homeowners coverage). Most electric bicycles can be locked using keys supplied by the manufacturer. The key is usually inserted into a switch, which is commonly found on the bicycle's handlebars or on one side of the motor compartment. When switched to the "Off" position, the electrical drive system cannot be turned on. In areas of high risk for bicycle theft, these locking mechanisms are used in conjunction with coil or U locks.

In the 1890s, electric bicycles were documented within various U.S. patents. For example, on 31 December 1895, Ogden Bolton Jr. was granted U.S. Patent 552,271 for a battery-powered bicycle with "6-pole brush-and-commutator direct current (DC) hub motor mounted in the rear wheel". As of May 19, 2009, Nevada amended its state transportation laws to explicitly permit electric bicycles to use any "trail or pedestrian walkway" intended for use with bicycles and constructed with federal funding, and otherwise generally permits electric bicycles to be operated in cases where a regular bicycle could be. An electric bicycle is defined as a two- or three-wheeled vehicle with fully operable pedals with an electric motor producing up to 1 gross brake horsepower and up to 750 watts final output, and with a maximum speed of up to 20 miles per hour on flat ground with a 170-pound rider when powered only by that engine.[106]
