Alberta identifies e-bikes as "power bicycles" and is consistent with the federal definition of "power-assisted bicycle" in MVSR CRC, c 1038 s 2. Motor output must not exceed 500 W (0.671 hp) and e-bikes cannot travel faster than 32 km/h (20 mph). Fully operable pedals are required. No driver's license, vehicle insurance, or vehicle registration is required. Operators must be 12 years of age or older. All operators are required to wear a motorcycle helmet meeting the standards set in AR 122/2009 s 112(2). A passenger is permitted only if the e-bike is equipped with a seat designated for that passenger.

Class 1 makes great inroads to establish set boundaries for off road/natural surface trail access for eMountain bikes. There is fierce resistance from some mountain biking purists to allow ebikes on trails. BPSA and IMBA have done good work to justify the impact of class 1 ebikes on natural surface trails, and eliminate the wear-n-tear argument, though IMBA members are not 100% on board.
Oklahoma the following restrictions on the operation of Electric-Assisted Bicycle in 47 O.S. 11-805.2  as follows: 1. Possess a Class A, B, C or D license, but shall be exempt from a motorcycle endorsement; 2. Not be subject to motor vehicle liability insurance requirements only as they pertain to the operation of electric-assisted bicycles; 3. Be authorized to operate an electric-assisted bicycle wherever bicycles are authorized to be operated; 4. Be prohibited from operating an electric-assisted bicycle wherever bicycles are prohibited from operating; and 5. Wear a properly fitted and fastened bicycle helmet which meets the standards of the American National Standards Institute or the Snell Memorial Foundation Standards for protective headgear for use in bicycling, provided such operator is eighteen (18) years of age or less.

State law defines a motorized pedalcycle as a motor-driven cycle equipped with operable pedals, a motor rated at no more than 1.5 brake horsepower, a cylinder capacity not exceeding 50 cubic centimeters, an automatic transmission, and a maximum design speed of no more than 25 miles per hour. Subchapter J of Publication 45 spells out the vehicle requirements in full.
Can I legally buy/build and ride an ebike that’s faster than 20 mph? Yes you can, but you need to know that the ebike is no longer considered equivalent to a bicycle and is subject to other state vehicular classifications. The definitions for electric bikes spanning 20-30mph, and 1-2 horsepower ranges, will vary from state to state, resulting in a no-man’s-land consensus about limits for motor vehicle definition. The common label for a 20-30mph, 2-wheeled vehicle with active pedals is a Moped. Other MVA labels include motor scooter, motorbike and dirt bike which may have equivalent power and speed performance, but do not have pedals to assist and move the vehicle.
Some countries require child and/or adult cyclists to wear helmets, as this may protect riders from head trauma. Countries which require adult cyclists to wear helmets include Spain, New Zealand and Australia. Mandatory helmet wearing is one of the most controversial topics in the cycling world, with proponents arguing that it reduces head injuries and thus is an acceptable requirement, while opponents argue that by making cycling seem more dangerous and cumbersome, it reduces cyclist numbers on the streets, creating an overall negative health effect (fewer people cycling for their own health, and the remaining cyclists being more exposed through a reversed safety in numbers effect).

Toe-clips and toestraps and clipless pedals help keep the foot locked in the proper pedal position and enable cyclists to pull and push the pedals. Technical accessories include cyclocomputers for measuring speed, distance, heart rate, GPS data etc. Other accessories include lights, reflectors, mirrors, racks, trailers, bags, water bottles and cages, and bell. Bicycle lights, reflectors, and helmets are required by law in some geographic regions depending on the legal code. It is more common to see bicycles with bottle generators, dynamos, lights, fenders, racks and bells in Europe. Bicyclists also have specialized form fitting and high visibility clothing.
Torque sensors and power controls were developed in the late 1990s. For example, Takada Yutky of Japan filed a patent in 1997 for such a device. In 1992 Vector Services Limited offered and sold an e-bike dubbed Zike. The bicycle included NiCd batteries that were built into a frame member and included an 850 g permanent-magnet motor. Despite the Zike, in 1992 hardly any commercial e-bikes were available.
But the whole is also influenced by the sensory systems which are very different from model to model. E.g. A typical 2013 Panasonic system requires pedalling for optimal support (55/minute?) and has both a pedalling frequency and a speed sensor. You don't get much assistance if you pedal very slowly or very fast. Typically, a rear motor has a force sensor, i.e. you get lots of support fast when you start pedalling in a low gear, i.e. it will "feel" your need for assistance.

On October 22, 2014 PA house bill 573 passed into law, which is Act 154, which changes the definition of "pedalcycle" (bicycle) in the PA state vehicle code. "Pedalcycle" is now defined as a vehicle propelled solely by human-powered pedals or a "pedalcycle" (bicycle) with electric assist( a vehicle weighing not more than 100 pounds with two or three wheels more than 11 inches in diameter, manufactured or assembled with an electric motor rated no more than 750 watts and equipped with operational pedals and travels at speeds less than 20 mph). This bill allows the usage of pedal assisted bicycles in PA that follow the adopted state guidelines.

Recent legislation has passed putting Maryland ebike laws in line with the popular class 1,2,3 systems previously implemented in states such as California. As of 2005, where Federal funds have been used in the construction of bicycle or pedestrian paths motor vehicles including electric bicycles (here defined as having a motor weighing less than Template:Convert) are not permitted unless State or Local regulations permit . This was known as the Transportation Equity Act for the 21st Century (TEA-21), or Public Law 105-178, or by its 2003 re-authorization which expired in 2005 the Safe, Accountable, Flexible, Efficient Transportation Equity Act (SAFETEA-LU).
In general, more expensive bikes are better. However, this is just a trend. E.g. the "Kassensturz" Consumer program from our state TV found in a 2012 study confined to an engineering school, that "Supermarket" bikes, e.g. the 1400 CHF (1200 Euro) "Leopard" bike from COOP did very well. Evaluation is "good" (almost the same as the three times more expensive 25km/h Stromer). They also pointed out a very bad model from a discounter. In other words, you can find good cheap models, but read the tests first.
I purchased version 2.0 of this device and the manufacturer has been listening to comments from users and making running changes such as the three speeds and the rear suspension. I am an XL size user (6'2", 230lbs) and recently returned from a 26 day cruise around Europe. I rode this little scooter on cobblestones, miles and miles through the Vatican, inside ancient cities and all over the streets of San Juan upon our return stateside. There was only one time it was less than ideal and that was going uphill, on slick tile that was wet from a drizzle. It still make it, just had to lean way forward to get weight on the front wheel.
However, each country is free to allow faster s-pedelecs if they go through collective or individual type approval. Typically, an S-Pedelec can be associated with "mofas" or "mopeds" or "light scooters". Germany has such a solution: S-pedelecs have max. 500W motors, max 45km/h, max 300% support, can drive up to 20Km/h without pedalling, plus other constraints regarding security, and are associated with Mopeds. In the City you can't use bicycles paths, but you can in the country side.

After you decide which style of e-bike you want, consider the class. In the U.S., there are three classes defined by the type of assist and how fast the motor will propel you. Most electric bikes sold are class 1 or 3. Class 1 bikes have a motor (max 750w) that assists while you’re pedaling, up to 20 mph. Class 3, also known as “speed pedelec,” can also have up to a 750w motor, but it can assist you up to 28 mph. Both are allowed in most states and cities without requiring a license. Class 2 models have throttles that don’t require the rider to pedal in order to get a boost. They’re allowed on most streets, bike lanes, and paths, but are less popular than the other classes and not covered much here (because not only do we still love to pedal, we also prefer the greater distances that pedal-assist bikes can cover).
You are not allowed to drive S-Pedelecs in France even if they are registered legally in your country (e.g. Germany or Switzerland). In other words, if you plan to take your 45h bike that is legal in your country on vacation in another where it is not, you may violate traffic law. Remove the license plate or don't do it. People who commute between countries, are known to hack removable plates with magnets ...
State laws tend to intermix the source of power as either gasoline ICE or electric drive. This is unfortunate because that neutralizes the environmental advantage of an ebike over an ICE moped. It also misrepresents the contrast in power output levels between an ICE and electric motor system. 50cc gas mopeds/scooters have a 2.5-4 HP rating, while the 20+ mph electric bikes will be 1-2hp, and ride much closer to a normal bicycle compared to a gas powered, 2.5hp moped. E-mopeds will weigh 55-70lbs. Gas mopeds and scooters are typically over 120lbs. E-mopeds are still electric bikes that get valuable power assist from human pedal effort and are usually much quieter.
Government regulation is written and administered with a broad, dull, painful axe. Regulations do not mix well with independent, maverick, DIY programs either. Vehicle regulations get started when there is either a visible tragedy, or a rising conflict with the status quo (like the SFO scooters program). The ebike community cannot afford a deadly accident especially if it involves others and the ebike or ebike rider are at fault. The Ebike community is up against a tough status quo that consists of pedestrians, motor vehicle traffic, the large well-funded and battle tested regular bicycle community, and the environment (especially for MTB riding and off-road use).
European Union directive 2002/24/EC exempts vehicles with the following definition from type approval: "Cycles with pedal assistance which are equipped with an auxiliary electric motor having a maximum continuous rated power of 0.25 kW, of which the output is progressively reduced and finally cut off as the vehicle reaches a speed of 25km/h (15.5mph) or if the cyclist stops pedaling." This is the de facto definition of an electrically assisted pedal cycle in the EU. As with all EU directives, individual member countries of the EU are left to implement the requirements in national legislation.
The federal Consumer Product Safety Act defines a "low speed electric bicycle" as a two or three wheeled vehicle with fully operable pedals, a top speed when powered solely by the motor under 20 mph (32 km/h) and an electric motor that produces less than 750 W (1.01 hp). The Act authorizes the Consumer Product Safety Commission to protect people who ride low-speed electric vehicles by issuing necessary safety regulations. The rules for e-bikes on public roads, sidewalks, and pathways are under state jurisdiction, and vary.
