Electric bicycles are not allowed in any public area, meaning an area where there is full or partial public access. Any kind of pedal assist, electric bike, scooter, moped or vehicle which has any form of propulsion, whether in full or as assist, other than human power, must be approved as either a car, motorcycle, van, truck, bus or similar. This makes pedelecs and tilt-controlled two-wheel personal vehicles illegal in all practical ways, as they cannot be registered as a motor cycle.
Since 2001, Canada's Motor Vehicle Safety Regulations (MVSR) have defined Power Assisted bicycles (PABs). They are currently defined as a two or three wheeled bicycle with an attached electric motor of 500W or less and which is capable of being propelled manually. Furthermore to meet the safety requirements set down by this legislation it must meet the following; when engaged by muscular power it must cease assistance when muscular power ceases or if powered by an accelerator controller cease power when braking and be incapable of providing assistance above 32 km/h and bear a label that is permanently affixed by the manufacturer and appears in a conspicuous location stating the vehicle is a power-assisted bicycle.
October 5, 2009 — Ontario is bringing in some new safety requirements for electric bikes. E-bikes, which can reach a speed of 32 kilometres per hour, are allowed to share the road with cars, pedestrians and other traffic throughout the province. The new rules limit the maximum weight of an e-bike to 120 kilograms, require a maximum braking distance of nine metres and prohibit any modifications to the bike's motor that would create speeds greater than 32 kilometres per hour. Also, riders must be at least 16 years of age, wear approved bicycle or motorcycle helmets and follow the same traffic laws as bicyclists. Municipalities will be able to decide where e-bikes may be used on their streets, bike lanes and trails. E-bikes will not be permitted on 400-series highways, expressways or other areas where bicycles are not allowed. Riding an e-bike under the age of 16 or riding an e-bike without an approved helmet carries fines ranging from $60 to $500. For all other traffic offences, e-bike riders will be subject to the same penalties as cyclists.
Federal law defines the limits of a low speed electric bike, equating it to a bicycle, and bypassing the definition of a motor vehicle only “For purposes of motor vehicle safety standards…” which means that the manufacturers of these bicycles don’t have to meet federal equipment requirements, and are instead governed by the manufacturing requirements of the Consumer Product Safety Act. There is no mention of exemption from other federal, state, and local traffic laws, or exemption from the definition of a motor vehicle for other purposes.3 This means the law applies to the manufacturer’s product and sale, avoiding federal safety requirements applying to a motor vehicle such as brake lights, turn signals and braking specifications. The goal of the law was to give businesses a legal framework to define and sell low speed electric bikes without the more stringent Federal classification of a motor vehicle. Ebikes that meet the criteria are considered a “bicycle”, do not meet the definition of a motor vehicle, and will be regulated by the Consumer Product Safety Commission. The law also grants the commission authority to add safety requirements to this product. The Federal law supersedes all state laws that equate bicycles to ebikes where the state law is more stringent (lower limits) on power and speed.
China has experienced an explosive growth of sales of non-assisted e-bikes including scooter type, with annual sales jumping from 56,000 units in 1998 to over 21 million in 2008, and reaching an estimated fleet of 120 million e-bikes in early 2010. This boom was triggered by Chinese local governments' efforts to restrict motorcycles in city centers to avoid traffic disruption and accidents. By late 2009 motorcycles are banned or restricted in over ninety major Chinese cities. Users began replacing traditional bicycles and motorcycles and e-bike became an alternative to commuting by car. Nevertheless, road safety concerns continue as around 2,500 e-bike related deaths were registered in 2007. By late 2009 ten cities had also banned or imposed restrictions on e-bikes on the same grounds as motorcycles. Among these cities were Guangzhou, Shenzhen, Changsha, Foshan, Changzhou, and Dongguang.
Another type of electric assist motor, often referred to as the mid-drive system, is increasing in popularity. With this system, the electric motor is not built into the wheel but is usually mounted near (often under) the bottom bracket shell. In more typical configurations, a cog or wheel on the motor drives a belt or chain that engages with a pulley or sprocket fixed to one of the arms of the bicycle's crankset. Thus the propulsion is provided at the pedals rather than at the wheel, being eventually applied to the wheel via the bicycle's standard drive train.
Both land management regulators and mountain bike trail access advocates have argued for bans of electric bicycles on outdoor trails that are accessible to mountain bikes, citing potential safety hazards as well as the potential for electric bikes to damage trails. A study conducted by the International Mountain Bicycling Association, however, found that the physical impacts of low-powered pedal-assist electric mountain bikes may be similar to traditional mountain bikes.
The oldest patent for an electric bike I've been able to find at the US Patent and Trademark Office is this one, by Ogden Bolton, Jr. of Canton Ohio, which was filed in September 1895 and granted three months later. You can see from these original diagrams that it bears an amazingly close resemblance to modern electric bikes. In the general picture on the left, you can see there's a hub motor on the rear wheel (blue), a battery suspended from the frame (red), and a simple handlebar control to make the thing stop and go. In the more detailed cutaway of the hub motor on the right, you can see there's a six-pole magnet in the center (orange) bolted to the frame and an armature (made from coiled wire, yellow) that rotates around it when the current is switched on. It's quite a hefty motor even by modern standards; Ogdon mentions "a heavy current at low voltage—for instance, to carry one hundred amperes at ten volts." So that's 1000 watts, which is about twice the power of a typical modern bike hub motor.
Both the Stromer and the Stoeckli are very nice looking designs and easy to handle. Reliability for both does not seem to be up to Swiss standards, e.g. some of the 2012 Stöcklis seem to have bad contacts. However, as of 2013, most of these problems should be fixed. The Cube got criticized for its battery/saddle system, but this has probably been fixed in more recent edition and it has less "punch" then the other's since the motor is smaller (324W?). I don't know about the BH Neo Nitro. Given the relatively low price of the BH Nitro, it may be the best buy in this category if you plan to cover smaller distances (the battery is limited to 9Ah, and Spain's industry does need some help ;) Anyhow, all of these models come with a variety of motors and country-specific modifications. E.g. in France, the BH Nitro comes with a 350W motor and is electronically limited to 25km/h, whereas in Switzerland you either can get a 500W - 45 km/h version or a 250W? - 25km/h version.
Toe-clips and toestraps and clipless pedals help keep the foot locked in the proper pedal position and enable cyclists to pull and push the pedals. Technical accessories include cyclocomputers for measuring speed, distance, heart rate, GPS data etc. Other accessories include lights, reflectors, mirrors, racks, trailers, bags, water bottles and cages, and bell. Bicycle lights, reflectors, and helmets are required by law in some geographic regions depending on the legal code. It is more common to see bicycles with bottle generators, dynamos, lights, fenders, racks and bells in Europe. Bicyclists also have specialized form fitting and high visibility clothing.
Pedelecs are much like conventional bicycles in use and function — the electric motor only provides assistance, for example, when the rider is climbing or struggling against a headwind. Pedelecs are therefore especially useful for people in hilly areas where riding a bike would prove too strenuous for many to consider taking up cycling as a daily means of transport. They are also useful for riders who more generally need some assistance, e.g. for people with heart, leg muscle or knee joint issues.
By 2001 the terms, E-Bikes, power bike, pedelec, assisted bicycle and power-assisted bicycle where commonly used to describe electric bicycles. E-bike, according to Google, is a term that has increased in trend. This term generally referred to an electric bicycle which used a throttle. The terms Electric Motorbike or E-Motorbike have been used to describe more powerful models which attain up to 80 km/h.
A lot has happened since we founded the very first eMTB specific magazine in 2013. In the beginning, manufacturers simply mounted electric motors on regular mountain bikes, more or more often than not, rather less successfully. If you are a person who enjoys riding a bike casually at a typical bike path speed (10-15mph), and you like the idea of an ebike push up a hill, against the wind or to relieving a sore knee, then your market for a fully legally defined ebike is very broad and your practical use only has a few limitations. Most ebikes will meet your needs and expectation. I would estimate that 85% of the electric bikes on the market are 100% compliant meeting the federal definition. I encourage you to take the plunge and get a good quality ebike and ride more with assist. Do so with the confidence that electric bikes are here to stay. Coexisting with pedestrians and other cyclist will become a normal part of cycling life.
"Medical Exemptions" are also a standard right in the State of Texas for motorcycles & even bicyclists. Through Texas's motorcycle helmet law (bicycle helmet laws from city ordinances), it is only required for those 21 years old or younger to wear a helmet. However, a medical exemption, written by a certified licensed medical physician or licensed chiropractor, which exempts one from wearing a helmet, can be used for bicyclists if helmets are required.
Besides voltage, batteries are rated by amp hours (AH). Although voltage seems to get the most attention, the amp hour rating of the battery is just as important. It is the measure of a battery’s capacity and provides a good indication of the range you can expect from an electric bike. Although lots of factors come into play in determining range (ie: rider weight, terrain, input, efficiency, etc.), a good rule of thumb is range is equal to AH. So under normal conditions, an average rider can expect 10 miles out of a 10AH battery (with no pedaling). With rider input, this number can be dramatically increased, so most 10AH batteries are rated “up to 20 miles” by the manufacturer which assumes pedaling. On pedal-assist bikes (which require pedaling), the range ratings are much higher because the rider is constantly assisting the motor and reducing the current draw.
In some countries mixed systems, i.e. pedaling and/or using a throttle is legal. In EU countries and Switzerland this is not the case. I.e. you can buy an electric scooter, but this is not considered to be an e-bike in the moped / light scooter category. That kind of hack is probably more difficult, unless the original design has been modified to fit with (s)Pedelec specs. E.g. The Ezee models are of that kind and modifications to revert to the original does not seem to be too difficult...
European Union directive 2002/24/EC exempts vehicles with the following definition from type approval: "Cycles with pedal assistance which are equipped with an auxiliary electric motor having a maximum continuous rated power of 0.25 kW, of which the output is progressively reduced and finally cut off as the vehicle reaches a speed of 25km/h (15.5mph) or if the cyclist stops pedaling." This is the de facto definition of an electrically assisted pedal cycle in the EU. As with all EU directives, individual member countries of the EU are left to implement the requirements in national legislation.
Bicycles helped create, or enhance, new kinds of businesses, such as bicycle messengers, traveling seamstresses, riding academies, and racing rinks. Their board tracks were later adapted to early motorcycle and automobile racing. There were a variety of new inventions, such as spoke tighteners, and specialized lights, socks and shoes, and even cameras, such as the Eastman Company's Poco. Probably the best known and most widely used of these inventions, adopted well beyond cycling, is Charles Bennett's Bike Web, which came to be called the jock strap.
