Torque sensors and power controls were developed in the late 1990s. For example, Takada Yutky of Japan filed a patent in 1997 for such a device. In 1992 Vector Services Limited offered and sold an electric bicycle dubbed Zike. The bicycle included Nickel-cadmium batteries that were built into a frame member and included an 850 g permanent-magnet motor. Despite the Zike, in 1992 hardly any commercial electric bicycles were available. It wasn’t until 1998 when there were at least 49 different bikes. Production grew from 1993 to 2004 by an estimated 35%. By Contrast, according to Gardner, in 1995 regular bicycle production decreased from its peak 107 million units. Some of the less expensive electric bicycles used bulky lead acid batteries, whereas newer models generally used NiMH, NiCd and/or Li-ion batteries which offered lighter, denser capacity batteries. The end benefits usually varied from manufacturer; however, in general there was an increase in range and speed. By 2004 electric bicycles where manufactured by Currie Technologies, EV Global, Optibike, Giante Lite, Merida, ZAP.
Federal law in the United States states that an electric bicycle must have a top speed under 20 mph and a motor which produces less than 750 watts/1 hp. They are not considered motor vehicles by the federal government and are subject to the same consumer safety laws as unassisted bicycles. Their legality on public roads is under state jurisdiction, and varies. See the main Electric bicycle laws article for details on the law in individual states.
There is however still confusion over the various legislations involving Electric Bicycles. This stems from the fact that while places like the US and Canada offer some Federal regulation, the legality of road use is left to the various States or Provinces and then complicated further by municipal laws and restrictions. Further more there are a range of classifications and terms describing them, "Power-assisted bicycle" (Canada) or "Power assisted cycle" (United Kingdom) or ”Electric pedal assisted cycles” (European Union) or simply "electric bicycles", and as such in some cases have varying laws according to their respective classifications in some places.
However, laws and terminology are diverse. Some countries have national regulations but leave the legality of road use for states and provinces to decide. Municipal laws and restrictions add further complications. Systems of classification and nomenclature also vary. Jurisdictions may address "power-assisted bicycle" (Canada) or "power-assisted cycle" (United Kingdom) or "electric pedal-assisted cycles" (European Union) or simply "electric bicycles". Some classify pedelecs as distinct from other bikes using electric power. Thus, the same hardware may be subject to many different classifications and regulations.
As is the case with any e-bike assembled from Chinese parts, Wing has its share of clones that can be found for sale on sites like IndieGoGo and Kickstarter. For example, the Danish company Strom Bikes has a model for city biking that also looks incredibly similar to Wing’s Freedom — and is apparently several hundred dollars cheaper too. This is also commonly found with electric scooters, with startups buying Chinese-made models and rebadging them for sale in the US.
Bicycle suspensions are used primarily on mountain bicycles, but are also common on hybrid bicycles, as they can help deal with problematic vibration from poor surfaces. Suspension is especially important on recumbent bicycles, since while an upright bicycle rider can stand on the pedals to achieve some of the benefits of suspension, a recumbent rider cannot.
Having spent some quality time with Wing’s e-bike, I understand why so many people are excited about the growing popularity of electric-powered vehicles like bikes and scooters. They take a lot of the work out of getting from point A to point B, while retaining all of the joy. They can give you more confidence when navigating a treacherous city terrain that prioritizes cars over people. And let’s face it: bikes are cool, and always will be.
Bicycle includes all vehicles propelled by the person riding the same by foot or hand power or a helper motor; and (3) "helper motor" means a motor having a capacity of less than fifty cubic centimeters piston displacement, rated not more than two brake horsepower, capable of a maximum speed of no more than thirty miles per hour and equipped with automatic transmission. Local jurisdictions can pass law at variance with the state law.
In addition the specific wording of the law may or may not prohibit the use of a "mid-drive" or "crank-drive" motor set-up where the motor drives the rear wheel of the bicycle through the existing chain drive of a bicycle that has multiple gears depending on several points of interpretation of the law. Specifically the interpretation of the wording, "does not require clutching or shifting by the operator after the drive system is engaged". A "mid-drive" or "crank-drive" motor set-up on an electric bicycle does indeed allow the operator to change gears in the power drive system between the motor and the rear wheel of the bicycle. Whether or not such a mechanism which allows the operator to change gears satisfies the wording that requires the operator to change gears is a matter of legal interpretation by the courts. Just as "shall issue" and "may issue" (as in laws governing the issuing licenses) in application of the law have two different meanings (in the first case if you meet the requirements they have to give you the license and in the second they don't have to if they decide not to even if you meet the requirements for the license) whether or not "does not require shifting" outlaws electric bicycles where shifting is possible but is not necessarily required is a matter of interpretation. Thus the legality of electric bicycles equipped with a "mid-drive" or "crank-drive" motor set-up in the U.S. state of Montana is not clearly defined.
In general, electric bicycles are considered "bicycles", rather than motor vehicles, for purposes of the code. This implies that all bicycle regulations apply to electric bicycles including operation in bike lanes. Exceptions to this include a restriction of operation on sidewalks and that a license or permit is required if the rider is younger than 17 years of age.

The Class 3 Aventon Pace 500 urban e-bike has five levels of pedal assist and tops out at 28 mph. But the Pace has something not found on a lot of modern e-bikes. In addition to pedal power, it also has a throttle—in the case of the Pace, a small thumb paddle on the left side of the handlebar next to the control unit that holds at a steady 20 mph, no pedaling required. The bike itself has an aluminum frame, a swept-back handlebar, ergo grips, a sturdy kickstand, hydraulic disc brakes, 8-speed Shimano Altus shifting and gearing, 27.5x2.2-inch Kenda e-bike-rated tires, a saddle the size of Texas, and good ol’ classic city/commuter-bike geometry. It doesn’t come equipped with fenders or a rear rack, but you can add them. Power comes in the form of a 500-watt rear-hub motor, a semi-integrated battery on the down tube (with a range of up to 50 miles), and a backlit display unit mounted on the stem.
