In summary, federal law trumps all States’ laws. That is true with bicycle law, too. States cannot constitutionally pass legislation that reduces or eliminates Federal laws, they can only pass legislation that enacts additional (tighter) restrictions on its people. States can’t define an ebike a bicycle if greater than 750W/20mph, nor can they define an ebike a motor vehicle if less than the Federal Government’s limit of 750 Watts and a top electric-powered speed of 20 MPH.3This is the Federal definition of a low speed electric bike, which equates it to a bicycle.

Under the doctrine of One Country, Two Systems, Hong Kong has independent traffic law from mainland China. Electric bike are considered as motorcycles in Hong Kong, and therefore needs type approval from the Transport Department as other automobiles. All electric bike availble in Hong Kong fail to meet the type approval requirement, and Transport Department has never granted any type approval for electric bike, making all electric bike effectively illegal in Hong Kong. Even if they got type approved, the driver would need a motorcycle driving license to ride. As a side note, Hong Kong doesn't have a moped vehicle class (and therefore moped driving license), and mopeds are consided as motorcycles too.
The days when eMTBs were defined solely by the power of their motors and the size of their batteries are over. Riding performance has become the most important metric. In that pursuit, manufacturers are increasingly developing eMTBs with less power and battery capacity, which in turn handle more like regular mountain bikes. FOCUS started this movement some time ago with its Project-Y concept and later presented the FOCUS RAVEN² PRO, the first production model in a new category of bikes. However this sporty ride only convinced a handful of riders. Meanwhile, Lapierre and BULLS have both announced full-suspension trail bikes featuring the lightweight FAZUA motor for next year. It remains to be seen how many other brands will jump on board this bandwagon – but the rumour mill has already started rumbling. Moreover, it is only a matter of time before the next motor manufacturer will release its own small, lightweight motor.
E-bikes are classed according to the power that their electric motor can deliver and the control system, i.e., when and how the power from the motor is applied. Also the classification of e-bikes is complicated as much of the definition is due to legal reasons of what constitutes a bicycle and what constitutes a moped or motorcycle. As such, the classification of these e-bikes varies greatly across countries and local jurisdictions.

My homeowners (State Farm) covers bikes , but assumes $500 per bike. They will add the bikes as personal property, but the premium is excessive (about $300/year per bike, and we have four bikes). I did increase our personal umbrella liability coverage, and it covers us if family members any sort of accident on our e-bikes that injures us or others or others' property, though only covers $500 each for our own bikes (under the homeowners coverage). It was not very expensive to increase the umbrella policy (as it resulted also in a reduced rate on our car insurance).

It is important to note that if a vehicle has an electric motor greater than 500 watts and is capable of powering the vehicle when traveling at a speed greater than 32 km/h and it does not have a CMVSS compliance label it cannot be registered unless the owner can prove, by having the vehicle certified by an engineer, that it is safe for operation on NB highways. Also, not all vehicles are suitable for operation on NB highways and it could be that the vehicle in question may not be a motor driven cycle or a bicycle and cannot be operated on the highway at all.
In most jurisdictions, bicycles must have functioning front and rear lights when ridden after dark. As some generator or dynamo-driven lamps only operate while moving, rear reflectors are frequently also mandatory. Since a moving bicycle makes little noise, some countries insist that bicycles have a warning bell for use when approaching pedestrians, equestrians, and other cyclists, though sometimes a car horn can be used when a 12 volt battery is available.

Like most electric bikes, the Rad Wagon is also fairly heavy, weighing 72 pounds. The last drawback is that it comes in only one frame size (which I imagine helps to keep costs lower) that fits rider heights between 5 foot 2 inches and 6 foot 2 inches. My 6 foot 4 husband, however, can ride the bike just fine, so there’s some wiggle room to this range.
The E-bike is everything it was advertised to be. It's big and fast and fun to ride especially when riding uphill with pedal assist you have the superhuman ability to get up those tuff climbs that would normally leave you winded and probably walking the bike. The setup was fairly simple however the frame had a couple of serious deep scratch marks in the otherwise impeccable paint job. And even though it's purely cosmetic it was still very disappointing to receive a brand new bike in this condition. It's not clear to me what if anything I can do about it but I still love the bike.
I'm wondering if renter's insurance will cover my eBike while I'm out cycling around town to work, shopping, or even on long distance eBike tours ….. And what exactly will the insurance cover … only the bicycle …. all of the extra features …. gadgets … gear ….. This beast will cost me around $9,500.00 (US) when finished. At times I will be carrying as much as $3,000.00+ worth of gear !!!
I bought this bike from a dealer after extensive research on ebikes. The Elby is on par with European commuter ebikes at a better price point, you get a lot for your $ here. Elby is the complete package commuter: lights & a USB charger (for a phone or whatever) are integrated into the motor’s power supply and wired inside the frame. Rugged fenders have heavy-duty cross braces to attach baskets and whatnot. Thick Continental tires make for a comfy ride. The step-through frame is very convenient, built stout enough to carry me (200#) and two loaded baskets down hills and around curves with perfect stability. E-bikes are typically offered in 24V, 36V and 48V configurations. Higher voltage generally means higher top speed – but that may not always be the case. Since the efficiency of a motor and drive system can have an effect on power and speed, a 24V setup could have the same top speed as a 36V setup. Generally you can expect 15-18 mph on a 24v setup, 16-20 mph on a 36V setup and 24-28 mph on a 48V setup. Although it far exceeds Federal laws, some conversion kits can even be run at 72V for speeds of 35+ mph! However, this puts significant stress on bicycle components. Consider that even the fastest athletes only travel 17-18 mph on a conventional bicycle, so 20 mph feels very fast to most riders. Anything over this speed can be unsafe and exceeds law regulations.

I had gotten this to build an electric bike but I have never worked with wires before so I didn't realize that we needed to attach our own connectors to the wires. The person who I talked to at Joyisi was super nice and explained that to me and even offered to send me connectors for free. I had already ended up getting a different bike altogether though and so I just wanted to return the battery. But because I am returning it for my own reasons (as opposed to the battery being faulty), they would normally have me pay for return shipping and deduct the cost of shipping to me (which is a lot, because they are international) and the inspection fee from my refund, but they were super nice and offered to take on most of the costs and I would only have to pay for the return
In Norway, e-bikes are classified as ordinary bicycles, according to the Vehicle Regulation (kjøretøyforskriften) § 4-1, 5g. Hence, e-bikes are not registered in the Vehicle Registry, and there is no demand for a license to drive them. Still, there are constraints on the bicycle construction. The maximum nominal motor power output can be no more than 250 watts and the maximum performance speed of the vehicle when the engine is running is 25 km per hour (15 mph). A function that reduces motor power when vehicle speed exceeds 25 km per hour is mandatory. However, if the motor is not running, the e-bike, or any other bike, answer only to the constraints of the ordinary speed limits.
