As long as the electric bicycle meets three criteria it is considered a low-speed electric bicycle, or simply a "bicycle." Three criteria: must travel less than 20 mph on flat ground without pedaling, must have functional pedals and must have less than a 750 watt motor. This is the same criteria as Federal Public Law 107-319. I checked my facts with the law office of Spohn, Spohn & Zeigler at 144 East Center Street, Marion, OH 43302 on August 21, 2009. A low-speed electric bicycle does not require registration, insurance, license plates (tags), or a driver's license. The rules of an electric bicycle are the same as a traditional bicycle. There is some confusion caused by Ohio interchanging the word Moped with "motorized bicycle." If a dealer sells you a bike that follows the guidelines of Federal Public Law 107-319, then you have a bicycle. If the bike has no pedals or has a higher wattage motor than 750 watts or can travel faster than 20mph you have a moped or scooter; Ohio requires tags and registration for mopeds and scooters.
Alberta identifies e-bikes as "power bicycles" and is consistent with the federal definition of "power-assisted bicycle" in MVSR CRC, c 1038 s 2. Motor output must not exceed 500 W (0.671 hp) and e-bikes cannot travel faster than 32 km/h (20 mph). Fully operable pedals are required. No driver's license, vehicle insurance, or vehicle registration is required. Operators must be 12 years of age or older. All operators are required to wear a motorcycle helmet meeting the standards set in AR 122/2009 s 112(2). A passenger is permitted only if the e-bike is equipped with a seat designated for that passenger.
Federal law defines the limits of a low speed electric bike, equating it to a bicycle, and bypassing the definition of a motor vehicle only “For purposes of motor vehicle safety standards…” which means that the manufacturers of these bicycles don’t have to meet federal equipment requirements, and are instead governed by the manufacturing requirements of the Consumer Product Safety Act. There is no mention of exemption from other federal, state, and local traffic laws, or exemption from the definition of a motor vehicle for other purposes.3 This means the law applies to the manufacturer’s product and sale, avoiding federal safety requirements applying to a motor vehicle such as brake lights, turn signals and braking specifications. The goal of the law was to give businesses a legal framework to define and sell low speed electric bikes without the more stringent Federal classification of a motor vehicle. Ebikes that meet the criteria are considered a “bicycle”, do not meet the definition of a motor vehicle, and will be regulated by the Consumer Product Safety Commission. The law also grants the commission authority to add safety requirements to this product. The Federal law supersedes all state laws that equate bicycles to ebikes where the state law is more stringent (lower limits) on power and speed.
Bicycle suspensions are used primarily on mountain bicycles, but are also common on hybrid bicycles, as they can help deal with problematic vibration from poor surfaces. Suspension is especially important on recumbent bicycles, since while an upright bicycle rider can stand on the pedals to achieve some of the benefits of suspension, a recumbent rider cannot.

The 350w Bosch motor will help you sustain speeds of up to 28mph, and the burly, 2.4-inch wide, Schwalbe Super Moto-X 650b tires will keep you secure on even the roughest city streets, and Shimano Deore hydraulic brakes provide ample stopping power. Fenders provide welcome protection from road spray so you arrive at your destination fresh, integrated lights are critical for post-sunset riding, and a side-view mirror hanging on the left side of the handlebar gives a great view of traffic around you. After all, you can ride at the speed of urban traffic on the Super Commuter.
I discovered these downsides when, on my third day with the bike, I got a flat tire and had to carry it onto the subway with me for those last few miles back to my apartment. The cause of the flat is unknown; the bike mechanic who eventually fixed it didn’t see anything wrong with the rims. But the experience of trying to maneuver an almost 40 pound e-bike on and off a crowded subway car during rush-hour is not one I can recommend.

Eight provinces of Canada allow electric power assisted bicycles. In all eight provinces, e-bikes are limited to 500 W output, and cannot travel faster than 32 km/h (20 mph) on motor power alone on level ground. In Alberta prior to July 1, 2009, the limits were 750 W and 35 km/h (22 mph), but presently match federal legislation. Age restrictions vary in Canada. All require an approved helmet. Regulations may or may not require an interlock to prevent use of power when the rider is not pedaling. Some versions (e.g., if capable of operating without pedaling) of e-bikes require drivers' licenses in some provinces and have age restrictions. Vehicle licenses and liability insurance are not required. Generally, they are considered vehicles (like motorcycles and pedal cycles), so are subject to the same rules of the road as regular bicycles. In some cases, regulatory requirements have been complicated by lobbying in respect of the Segway PT.
Bicycles were introduced in the late 19th century in Europe, and by the early 21st century, more than 1 billion were in existence at a given time. These numbers far exceed the number of cars, both in total and ranked by the number of individual models produced. They are the principal means of transportation in many regions. They also provide a popular form of recreation, and have been adapted for use as children's toys, general fitness, military and police applications, courier services, bicycle racing and bicycle stunts.
Oklahoma the following restrictions on the operation of Electric-Assisted Bicycle in 47 O.S. 11-805.2  as follows: 1. Possess a Class A, B, C or D license, but shall be exempt from a motorcycle endorsement; 2. Not be subject to motor vehicle liability insurance requirements only as they pertain to the operation of electric-assisted bicycles; 3. Be authorized to operate an electric-assisted bicycle wherever bicycles are authorized to be operated; 4. Be prohibited from operating an electric-assisted bicycle wherever bicycles are prohibited from operating; and 5. Wear a properly fitted and fastened bicycle helmet which meets the standards of the American National Standards Institute or the Snell Memorial Foundation Standards for protective headgear for use in bicycling, provided such operator is eighteen (18) years of age or less.
"Moped" means a device upon which a person may ride which has two or three wheels in contact with the ground, a motor having a maximum power output capability measured at the motor output shaft, in accordance with the Society of Automotive Engineers standards, of two horsepower (one thousand four hundred ninety -two watts) or less and, if it is a combustion engine, a maximum piston or rotor displacement of 3.05 cubic inches (fifty cubic centimeters) and which will propel the moped, unassisted, on a level surface at a maximum speed no greater than thirty miles per hour; and a direct or automatic power drive system which requires no clutch or gear shift operation by the moped driver after the drive system is engaged with the power unit.
Despite the illegal status in the state of New York, enforcement of this law varies at the local level. New York City enforces the bike ban with fines and vehicle confiscation for throttle activated electric bikes. However, Mayor Bill de Blasio has recently changed the city's official policy to legalize pedal-assist electric bikes that have a maximum speed limited to 20 mph.  Contrarily, Tompkins County supports electric bike usage, even providing grant money to fund electric bike share/rental projects.
Legislative changes in 2012 significantly altered the classification and regulatory structure for e-bikes. The general effect was to establish electric-assisted bicycles as a subset of bicycles and regulate e-bikes in roughly the same manner as bicycles instead of other motorized devices with two (or three) wheels. Laws 2012, ch. 287, art. 3, §§ 15-17, 21, 23-26, 30, 32-33, and 41. The 2012 Legislature also modified and clarified regulation of e-bikes on bike paths and trails. In principle, you would use about 100W (your own energy) for moderate pedalling at 22km/h. If you select 300% assistance (high), that will add another 300W and you can pedal almost twice as fast, i.e. about 27km/h (you will encounter increasing resistance from wind). Therefore, if you got a 400Wh battery, you got a range of about 37km at 37km/h. If go more slowly and use less support (200%), then you can drive further, e.g. 60km with a 400Wh battery. Seth Miller said he founded the company after his first electric bike was stolen from where it was parked in front of the midtown office building where he worked. The company that manufactured the bike had disbanded, so he started researching different suppliers. He soon discovered that a majority of the e-bikes sold in the US are just cobbled together from a variety of off-the-shelf Chinese-made parts found in a catalog. It sounded simple, so Miller figured he’d try it himself.
Bicycle shall mean (1) every device propelled solely by human power, upon which any person may ride, and having two tandem wheels either of which is more than fourteen inches in diameter or (2) a device with two or three wheels, fully operative pedals for propulsion by human power, and an electric motor with a capacity not exceeding seven hundred fifty watts which produces no more than one brake horsepower and is capable of propelling the bicycle at a maximum design speed of no more than twenty miles per hour on level ground.
In the 1890s, electric bicycles were documented within various U.S. patents. For example, on 31 December 1895, Ogden Bolton Jr. was granted U.S. Patent 552,271 for a battery-powered bicycle with "6-pole brush-and-commutator direct current (DC) hub motor mounted in the rear wheel". There were no gears and the motor could draw up to 100 amperes (A) from a 10-volt battery.
In Quebec power-assisted bicycles are often classified similarly to standard pedal bicycles. They do not have to meet the conditions defined within the Canadian Motor Vehicle Safety Regulations (they are not classed as "motor vehicles"), but they do have to comply with federal regulations that define Power Assisted Bicycles. The Quebec Highway Safety Code defines a power-assisted bicycle as a bicycle(2 or 3 wheels that touch the ground) with an electric motor with a maximum power of 500W and a top speed of 32 km/h bearing a specific compliance label permanently attached by the manufacturer. PABs are permitted on the road in the province of Quebec, but riders have to be 14 and over to ride the electric bicycle and if they're under the age of 18, must have a moped or scooter license.

Ebike definition in Colorado follows the HR 727 National Law: Template:Convert e-power and Template:Convert max, 2 or 3 wheels, pedals that work. Legal low powered Ebikes are allowed on roads and bike lanes unless the city or county has passed laws to the contrary (Boulder city bans ebikes over 400W from bike lanes and all ebikes from bike paths) -none -(except Boulder city) have to date. Bicycles and Ebikes are disallowed on certain high speed highways and all Interstates unless signed as "Allowed" in certain rural Interstate stretches where the Interstate is the ONLY means of travel.  Unless the locality has specifically passed laws making ebikes illegal on sidewalks or trails, Ebikes are legal. However most business and shopping districts do not allow riding bikes or ebikes on sidewalks. Boulder and a few other cities specifically dis-allow ebikes on their trail systems through legal statute.
This is a virtual hello to all the people who came by our booth last weekend at the BC Bike Show and are just now visiting our webpage for the first time. We had a great time and were delighted to see how much this event has grown recently. (And to those who lament that the bike show is now totally taken over by ebikes, well it's been over 15 years now that we've been trying to tell you all this day was coming!)
Perhaps the cleverest thing of all about the Electric Brompton is that despite all the extra stuff, it folds up exactly the same as the non-powered variety. It's so simple, and unlike certain folding bikes we could mention, what you're left with is a genuinely small thing, rather than something that's about the size of a bike with the front wheel taken off.
