In summary, federal law trumps all States’ laws. That is true with bicycle law, too. States cannot constitutionally pass legislation that reduces or eliminates Federal laws, they can only pass legislation that enacts additional (tighter) restrictions on its people. States can’t define an ebike a bicycle if greater than 750W/20mph, nor can they define an ebike a motor vehicle if less than the Federal Government’s limit of 750 Watts and a top electric-powered speed of 20 MPH.3This is the Federal definition of a low speed electric bike, which equates it to a bicycle.
Some electric bikes claim to use a neat trick called regenerative braking. If you start pedaling the bicycle or going downhill, the spinning wheels turn the electric motor in the hub in reverse and start charging up the batteries. In practice, regenerative braking is nowhere near as useful on an electric bicycle as it is on an electric train or car. An electric bike has much less mass and velocity than either a train or car, so it never gains (or loses) anything like as much kinetic energy when it starts and stops. You'd have to go down an awful lot of hills to charge up the batteries completely and that's usually not practical. And what's the point in pedaling the wheels simply to charge the battery? You might as well have bought an ordinary bicycle to start with!
The Shift S1 isn’t going to blow anyone away with amazing performance, but it is peppy enough to have a lot of fun on. And if you mostly travel by rideshares like Uber or scootershares like Bird, you can probably pay for the S1 after just a few months of cutting out app-based transportation. It’s hard to ask for too much more from such an inexpensive e-bike.
GPS Firmware: This net update will be much appreciated by people who have a GPS Analogger device with their CA3. With a simple hardware modification to the Analogger circuit, the GPS data will be transmitted from your existing TRS cable back to the Cycle Analyst. You can then see the time of day, your elevation, position, and direction all on the CA3 screen. The firmware also features additional custom views on the main screen, allowing you to replace or toggle the battery voltage with any of these new parameters to get just the display you are after.

The legal definition/description of an electric bicycle is most closely described in the code as a "motorized scooter" in that it is powered by an electric motor and/or human power [45]. It may be also be described as a "Motorized bicycle". However, that description does not include electric powered motor specifically. And it appears that the legal definition "Motorized Bicycle" and "Motorized Scooter" are in conflict. Motorized bicycle is a pedal bicycle which has a helper motor, or a non-pedal bicycle which has a motor, with a cylinder capacity not exceeding fifty cubic centimeters, an automatic transmission, and which is capable of a maximum speed of no more than thirty miles per hour. A motorized bicycle shall not be operated upon any way, as defined in section one within the commonwealth by any person under sixteen years of age, nor at a speed in excess of twenty-five miles per hour. A motorized bicycle shall not be operated on any way by any person not possessing a valid driver’s license or learner’s permit. Every person operating a motorized bicycle upon a way shall have the right to use all public ways in the commonwealth except limited access or express state highways where signs specifically prohibiting bicycles have been posted, and shall be subject to the traffic laws and regulations of the commonwealth and the regulations contained in this section, except that the motorized bicycle operator may keep to the right when passing a motor vehicle which is moving in the travel lane of the way, and the motorized bicycle operator shall signal by either hand his intention to stop or turn. Motorized bicycles may be operated on bicycle lanes adjacent to the various ways, but shall be excluded from off-street recreational bicycle paths. Every person operating a motorized bicycle or riding as a passenger on a motorized bicycle shall wear protective headgear conforming with such minimum standards of construction and performance as the registrar may prescribe, and no person operating a motorized bicycle shall permit any other person to ride a passenger on such motorized bicycle unless such passenger is wearing such protective headgear.
Last year we found a very low-priced (under $600 at Amazon) bike made by Ancheer. Overall, it made some good compromises to get down to the $600 price point but I had some issues with the build quality, the power of the motor, lack of display on the controller and size of the battery. This year a new low-cost Amazon ebike from Rattan seems to have answered many of my concerns.
But unlike other battery mounted controllers, the Baserunner also stands on its own too. If you upgrade to a different battery model in the future that doesn't fit the cradle, simply remove the Baserunner from the base and use it as a miniature stand alone controller with your new battery pack. In Opinion No. 2007-00602 of the Attorney General, Jim Hood clarified that a "bicycle with a motor attached" does not satisfy the definition of "motor vehicle" under Section 63-3-103. He stated that it is up to the authority creating the bike lane to determine if a bicycle with a motor attached can be ridden in bike lanes. No specifications about the motor were made.
"Electric power-assisted bicycle" means a vehicle that travels on not more than three wheels in contact with the ground and is equipped with (i) pedals that allow propulsion by human power and (ii) an electric motor with an input of no more than 1,000 watts that reduces the pedal effort required of the rider. For the purposes of Chapter 8 of this title, an electric power-assisted bicycle shall be a vehicle when operated on a highway.[142]

On October 22, 2014 PA house bill 573 passed into law, which is Act 154, which changes the definition of "pedalcycle" (bicycle) in the PA state vehicle code. "Pedalcycle" is now defined as a vehicle propelled solely by human-powered pedals or a "pedalcycle" (bicycle) with electric assist( a vehicle weighing not more than 100 pounds with two or three wheels more than 11 inches in diameter, manufactured or assembled with an electric motor rated no more than 750 watts and equipped with operational pedals and travels at speeds less than 20 mph). This bill allows the usage of pedal assisted bicycles in PA that follow the adopted state guidelines.
"Bicycles" and "Electric Bicycles" are legally defined in the Texas Transportation Code Chapter 551., titled "Operation of Bicycles, Mopeds, and Play Vehicles" in Subchapter A, B, C, and D.[58] The following definition of electric bicycle was passed by the Texas legislature in 2001. "Electric bicycle" means a bicycle that is designed to be propelled by an electric motor, exclusively or in combination with the application of human power, cannot attain a speed of more than 20 miles per hour without the application of human power; and does not exceed a weight of 100 pounds. The department or a local authority may not prohibit the use of an electric bicycle[0] on a highway that is used primarily by motor vehicles. In Norway, e-bikes are classified as ordinary bicycles, according to the Vehicle Regulation (kjøretøyforskriften) § 4-1, 5g. Hence, e-bikes are not registered in the Vehicle Registry, and there is no demand for a license to drive them. Still, there are constraints on the bicycle construction. The maximum nominal motor power output can be no more than 250 watts and the maximum performance speed of the vehicle when the engine is running is 25 km per hour (15 mph).[40] A function that reduces motor power when vehicle speed exceeds 25 km per hour is mandatory. However, if the motor is not running, the e-bike, or any other bike, answer only to the constraints of the ordinary speed limits.
