Recent legislation has passed putting Maryland ebike laws in line with the popular class 1,2,3 systems previously implemented in states such as California. This legislation becomes effective October 2019. The most significant portion of this change is the increased max limit on power and speed. It will be increased from a max of 500w / 20mph to 750w / 28mph (assuming the ebike in question meets class 3 criteria)
But electric bicycles—e-bikes—are new territory for me. Broadly speaking, there are two basic options in e-bike land: power-on-demand and pedal-assist. With the former, the rider can control the speed with a throttle instead of just pedaling. Think moped but with an electric motor instead of internal combustion. Pedal-assist, by contrast, requires the rider to do some of the work. The electric motor won't engage unless the rider is pedaling.

An electric bicycle also known as an e-bike is a bicycle with an integrated electric motor which can be used for propulsion. Many kinds of e-bikes are available worldwide, from e-bikes that only have a small motor to assist the rider's pedal-power (i.e., (pedelecs) to somewhat more powerful e-bikes which tend closer to moped-style functionality: all, however, retain the ability to be pedalled by the rider and are therefore not electric motorcycles.
Toe-clips and toestraps and clipless pedals help keep the foot locked in the proper pedal position and enable cyclists to pull and push the pedals. Technical accessories include cyclocomputers for measuring speed, distance, heart rate, GPS data etc. Other accessories include lights, reflectors, mirrors, racks, trailers, bags, water bottles and cages, and bell. Bicycle lights, reflectors, and helmets are required by law in some geographic regions depending on the legal code. I converted my Kona Dew Deluxe to electric with a controller and 1000 watt front wheel. The SLA batteries I tried initially were _functional_, but the bike had a range of about 6 miles @ approx. 50% throttle use. Since upgrading to the Joyisi pack, the utility of the bike has increased exponentially. I need to add a better gauge so I can drain the battery more fully between charges, but I'm getting at least 20 miles per charge, including some very aggressive uphill segments. On flat ground, the battery powers the bike to approx. 35MPH; even on really steep hills with minimal pedal assist, I do at least 15MPH. Biking 15MPH uphill with little/no effort is EPIC.

Electric bikes (also known as e bikes) are perfect for long-distance riding, or when you just don’t feel like giving your full effort. What differentiates them from electric motorcycles is the ability for the rider to pedal the bike at any time, so if you’re riding along and your battery dies, you’re not going to stranded. These are often very valuable bikes, but some models can be more affordable than you might expect, especially when you treat them as a form of transportation as opposed to thinking of the price in terms of regular bicycles.
I would advocate you ride legal within the laws of your state. I would also look into some kind of liability rider or umbrella policy with your home owner’s policy, which covers your personal liability and theft. Get your bike registered; wear your helmet, eye protection, whatever is required by state law so that if an accident occurs and you are at fault, there is no legal recourse. Even if you own a 750W/20mph ebike that meets the definition of a bicycle, any at-fault cyclist may still be denied coverage by stingy insurance companies who want to support their clients. Your health insurance will usually cover your medical bills, but the costs of an expensive ebike may be lost.

A human traveling on a bicycle at low to medium speeds of around 16–24 km/h (10–15 mph) uses only the power required to walk. Air drag, which is proportional to the square of speed, requires dramatically higher power outputs as speeds increase. If the rider is sitting upright, the rider's body creates about 75% of the total drag of the bicycle/rider combination. Drag can be reduced by seating the rider in a more aerodynamically streamlined position. Drag can also be reduced by covering the bicycle with an aerodynamic fairing. The fastest recorded unpaced speed on a flat surface is 144.18 km/h (89.59 mph)
The other shout-out goes to Paul Bogaert who decided to close the Bike Doctor after 27 years and instead cycle tour the world with his wife. Paul had an early role in Vancouver bicycle advocacy and at bringing cycle riding to a less elitist/athletic and more everyday commuter crowd through their shop. They were among the early shops to embrace family friendly cargo bikes and appreciated the role that electric would play in making cycling more broadly appealing.
Oklahoma defines an Electric-Assisted Bicycle in 47 O.S. 1-104  as "Two or three wheels; and Fully operative pedals for human propulsion and equipped with an electric motor with a power output not to exceed one thousand (1,000) watts, incapable of propelling the device at a speed of more than thirty (30) miles per hour on level ground, and incapable of further increasing the speed of the device when human power alone is used to propel the device at a speed of thirty (30) miles per hour or more. An electric-assisted bicycle shall meet the requirements of the Federal Motor Vehicle Safety Standards as set forth in federal regulations and shall operate in such a manner that the electric motor disengages or ceases to function when the brakes are applied."
Whether the terrain is flat or hilly impacts the distance you can travel, as does the weight of the bike, your own weight, the gearing available on the bike, and how much juice you give it. We suggest that a distance of 10 to 20 miles is a realistic expectation. Of course, if you're prepared to do at least some pedaling, you can extend that dramatically.

There are some interesting issues that refer to organizational and informal learning, i.e. users participating in design and policy making.
Firstly there's a magnetically-fired locking pin in the rear wheel, triggered by kicking a button on the hub. This is fairly secure in itself and almost impossible to remove without destroying the bike. In London, we'd pair it with a more traditional bike lock so there's a more obvious visual deterrent, though a LED matrix screen on the frame does issue a warning to would-be tea-leafs.
